and Rodriguez), and The Public Health and Social Services Committee (Chairman

Lopez and Legislators Allen, Belfiglio, Heppner, and Roberts)

Chairman of the Economic Development, Tourism, Housing, Planning, and Transit

Committee, James F. Maloney, and Deputy Chairman Hector Rodriguez offer the

following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of Employment and Training; and

 WHEREAS, Section A3-4 (Y) and A2-6 (A)(3) of the Administration Code

provides that the Chairman of the Ulster County Legislature or his designee can,

upon approval of the Ulster County Legislature, enter into an inter-municipal

agreement on behalf of the County of Ulster; and

 WHEREAS, pursuant to General Municipal Law, Section 119-n(a), the

definition of a municipal corporation includes a board of cooperative educational

services hereafter referred to as “BOCES”; and

 WHEREAS, the Director of the Department of Employment and Training

requests that the Deputy Director of the Department of Employment and Training

and the Commissioner of Social Services be authorized by the Legislature to execute

a OneStop Consortium Agreement, and any amendments, thereto, with the New York

State Department of Labor and Ulster County BOCES; and

 WHEREAS, the OneStop Consortium Agreement outlines the responsibilities

of all consortium members in their actions as the OneStop Operator of the Ulster

Works Career Center and system; now, therefore, be it

 RESOLVED, that the Deputy Director of the Department of Employment and

Training and the Commissioner of Social Services are authorized to execute a

OneStop Consortium Agreement, and any amendments thereto, with the New York

State Department of Labor and Ulster County BOCES, in the form as filed with the

Clerk of the Ulster County Legislature or as modified with the approval of the

County Attorney; 

and move its adoption.
