Chairwoman of the Energy and Environment Committee, Manna Jo Greene, and Deputy Chair Mary Wawro offer the following:

 

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of the Environment; and

 

WHEREAS, Executive Order No. 1-2019 and Resolution No. 315 of 2019 set goals for operational greenhouse gas emissions reduction of 25% by 2025 and 80% by 2050, using the County’s 2012 greenhouse gas emission inventory as a baseline; and

 

WHEREAS, the Ulster County Legislature enacted Local Law No. 3 of 2015, A Local Law Establishing a Sustainable Green Fleet Policy, which established the policy of the County to purchase the most energy efficient and cost-effective vehicles possible; and

 

            WHEREAS, in 2018, the transit fleet for Ulster County was responsible for more than 1,570 metric tons (CO2e) greenhouse gas emissions or approximately 17% of the Ulster County government operation total greenhouse gas emission for 2018; and,

 

WHEREAS, the New York State Energy Research and Development Authority (“NYSERDA”), through the Public Transit Technology and Innovation Program (3914), sought proposals to develop and demonstrate innovative public transportation technology and strategies to reduce greenhouse gas emissions and associated energy consumption in transit systems; and,

 

WHEREAS, Ulster County submitted a proposal to study and plan for the electrification of our transit fleet and was selected for funding; now, therefore, be it

 

 

 

 

 

 

            RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to execute an agreement and any related amendments with NYSERDA to fund an Ulster County Transit Fleet Electrification Feasibility Study, in the form as filed with the Clerk of the Legislature or as modified with the approval of the County Attorney, and be it further,

 

RESOLVED, that the 2019 Adopted Budget be amended as follows
