Chairman of the Energy, Environment and Sustainability Committee, Chris Hewitt, and Deputy Chair Richard Walls offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Ulster County Department of the Environment; and
WHEREAS, the New York State Energy Research And Development Authority (NYSERDA) Clean Energy Communities (CEC) Program has awarded Ulster County a grant allocation of $200,000.00 for participation in the CEC Program, which is eligible for a Disadvantaged Community Bonus of up to 50% of the award amount bringing the total grant award to $300,000.00 as the proposed clean energy projects are located in New York State Disadvantaged Community census tracts; and
WHEREAS, the proposed clean energy projects at County facilities include Solar: a 89.32 kW rooftop solar array and a 48.72 kW solar parking canopy to be located at the Ulster County Trudy Resnick Farber Center For Human Development at 50 Center Street in Ellenville, NY and Electric Vehicle (EV) Charging Stations: Two (2) Public EV Charging Hubs (inclusive of 10 plugs each – six Level 2 & four DC Fast Chargers), to be located at Ulster County Trudy Resnick Farber Center For Human Development at 50 Center Street in Ellenville, NY and the County Office Complex / Development Court at 1061 Development Ct, Kingston, NY 12401; and
WHEREAS, Resolution No. 419 of 2022 established Capital Project No. 644 - Site Ready Services For Electric Vehicle Charging Stations; and
WHEREAS, the Ulster County Legislature has reviewed the grant award, project details, and the necessity of executing an intermunicipal agreement to carry out the project; and
WHEREAS, the Ulster County Legislature finds that entering into an intermunicipal agreement is in the best interest of the County and necessary for the successful implementation of the NYSERDA-funded projects; now, therefore, be it
RESOLVED, that the Director of the Ulster County Department of the Environment is hereby authorized to submit a grant application for the New York State Energy Research and Development Authority (NYSERDA) Clean Energy Communities Program grant for the proposed clean energy projects at County facilities; and, be it further
RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to execute an intermunicipal agreement for the New York State Energy Research and Development Authority (NYSERDA) Clean Energy Communities Program grant for the proposed clean energy projects at County facilities, in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney,
and moves its adoption.
