Chairman of the Health, Human Services and Housing Committee, Abe Uchitelle, offers the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Planning; and
WHEREAS, the Ulster County Planning Department launched the Housing Smart Communities Initiative in Fall 2022, in which the support for and development of affordable accessory dwelling units was established as a Housing Smart Action as part of the program; and
WHEREAS, NYS Homes and Community Renewal (HCR) issued a request for proposals (RFP) inviting eligible applicants to apply for funding from the Plus One Accessory Dwelling Unit (ADU) Program, an initiative to provide up to $125,000 per qualified household (e.g., 100% Ulster County Area Media Income (AMI) or below) to create and improve ADUs and, in exchange, require the ADUs to be rented at an affordable rate for a period on ten (10) years; and
WHEREAS, eligible applications were required to include a partnership between a non-profit housing organization and a municipal and/or county government and the roles that each would perform in the Program; and
WHEREAS, Ulster County sought a partnership with the City of Kingston and RUPCO in applying for the Plus One ADU Program administered by NYS HCR; and
WHEREAS, the Ulster County Legislature passed Resolution No. 501 on October 18, 2022, authorizing the Ulster County, in partnership with RUPCO and the City of Kingston, to submit a competitive proposal to participate in Plus One ADU Program, requesting $2,000,000.00 to implement the program; and
WHEREAS, as part of the application the City of Kingston agreed that it would assume the coordination roll for local approvals within the City of Kingston, and RUPCO agreed that would assume the responsibilities of determining income qualification of applicants, securing the services of appropriate design professionals, working with individual homeowners, construction oversight, etc.; and
WHEREAS, Ulster County received notice in December 2022 that it was awarded $1,750,000.00 by NYS HCR to implement the Plus One ADU Program (SHARS ID: 20230059); and
WHEREAS, in order to accept and appropriate this funding, it is necessary to amend the 2023 Ulster County Budget; now, therefore be it
RESOLVED, that the 2023 Ulster County Budget is hereby amended as follows:
