Chairman of the Economic Development, Planning, Education, Employment, Arts and Agriculture Committee, Brian B. Cahill, and Deputy Chair Herbert Litts, III offer the following:
WHEREAS, the resolution has been submitted at the request of the Acting County Executive on behalf of the Ulster County Community College (herein “UCCC”); and
WHEREAS, Resolution No. 441, dated October 18, 2016, established Capital Project No. 486 Window Replacement Project and funded such project in the amount of $668,000.00; and
WHEREAS, the Resolution No. 259 dated June 19, 2018, authorized the Chairman of The Ulster County Legislature to Enter into an agreement with the New York State Dormitory Authority Of The State of New York for project management services – Ulster County Community College; and
WHEREAS, the Resolution No. 107, dated March 19, 2019, approved a Work Order with DASNY in the amount $600,400.00 (inclusive of DASNY Fee of $74,300.00) for design, construction, and construction management for Phase-1 of Window Replacement Project Jacob Hardenbergh Hall; and
WHEREAS, Resolution No. 387, dated September 17, 2019, increased the scope of Capital Project No. 486 to include all windows in Hardenberg Hall due to their poor condition and increased such project funding in the amount of $452,000.00, resulting in total project cost of $1,120,000.00 and approved a Work Order with DASNY for such increased scope; and
WHEREAS, Ulster County Resolution No. 27, dated February 18, 2020, increased the scope of Capital Project No. 486 to include egress windows to address active shooter situations and anticipated code changes for all windows in Hardenberg
Hall and increased such project funding in the amount of $150,000.00, resulting in total project cost of $1,270,000.00 and approved a Work Order with DASNY for such increased scope; and
WHEREAS, it is now necessary to fund the design, testing and construction of the windows replacements in Vanderlyn Hall related to the Capital Project No. 486 SUNY Ulster – Window Replacement Project; and
WHEREAS, the approved 2023-2028 Capital Improvement Program included the Roof Replacement and Exterior Site Work projects; and
WHEREAS, DASNY provided a Work Order 2019-001C that is needed in funding for the windows replacements in Vanderlyn Hall related to the Capital Project No. 486 SUNY Ulster – Window Replacement Project; and
WHEREAS, such Work Order totals $3,975,466.00 (inclusive of DASNY Fee in the amount of $340,749.00) which will be divided as follows: $1,201,165.00 State and $1,201,165.00 Ulster County; and
WHEREAS, SUNY Ulster Board of Trustees approved the Work Order 2019-001C with the Dormitory Authority of the State of New York (Capital Project: Window Replacement Project) via Resolution No.22-11-121; now, therefore be it
RESOLVED, that the Ulster County Legislature hereby approves the Work Order No. 2019-001B with DASNY for the Design, Testing and Construction of the Window Replacements in Vanderlyn Hall related to the Capital Project No. 486 SUNY Ulster – Window Replacement Project; and, be it further
RESOLVED, that Capital Project No. 486 be amended as follows:
INCREASE AMOUNT
Capital Project No. 486 Window Replacement Project $ 3,975,466.00
and, be it further,
RESOLVED, that the 2023 Ulster County Capital Fund Budget is hereby amended as follows:
