Referred to: The Law Enforcement and Public Safety Committee (Chairwoman Walter and Legislators Fabiano, Haynes, Heppner, and Parete), and The Ways and Means Committee (Chairman Gavaris and Legislators Archer, Bartels, Haynes, Maio, Parete, Ronk, and Walter)
Chairwoman of the Law Enforcement and Public Safety Committee, Eve Walter, and Deputy Chair Heidi Haynes offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Probation; and
WHEREAS, the Probation Director has requested that the Chairman of the Ulster County Legislature be authorized to sign a contract (PDV01-C00040GG-1310000) with the New York State Office for the Prevention of Domestic Violence for the purpose of the Enough is Enough State Law initiatives for a fixed term contract for the period May 1, 2021 through April 30, 2022; and
WHEREAS, the Enough is Enough Campaign requires institutions of higher education to work closely with local sexual assault programs to prevent and respond to sexual assault on campuses and provide services to victims of sexual assault at colleges in Ulster County; and
WHEREAS, the Department of Probation administers the Crime Victim Assistance Program which aid victims and witnesses of crime; and
WHEREAS, the Department of Probation has been awarded a fixed term agreement in the amount of $61,224 (100% State Revenue) from May 1, 2021 through April 30, 2022 which will provide funding for the continuation and support for the Enough is Enough programs’ efforts providing prevention, education and direct victim services; and
WHEREAS, the Department of Probation has been awarded funding in the amount of $61,224.00 annually which will provide funding to cover 96% of the annual salary ($63,592) of the incumbent Crime Victim Counselor/Educator who has overseen such program since its inception in May 2016; now, therefore be it
RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to execute an agreement and any amendments thereto, pertaining to the contract (PDV01-C00040GG-1310000) with the New York State Office for the Prevention of Domestic Violence for the purpose of the Enough is Enough State Law initiatives for contract period May 1, 2021 through April 30, 2022; and as filed with the Clerk of the Ulster County Legislature, or as modified with the approval of the County Attorney in consultation with the Chair of the Legislature and the Chair and Deputy Chair of the Law Enforcement and Public Safety Committee; and be it further
RESOLVED, that if funding for this program is eliminated, the Commissioner of Finance shall, immediately upon discovery, send written notification to the Clerk of the Legislature, and the relevant Department Head shall attend the next regular meeting of the Ways & Means Committee to assist the Committee in review and evaluation for determination of the program’s continuance,
and move its adoption.
