Chairman of the Economic Development, Tourism, Housing, Planning, and Transit Committee, Brian B. Cahill, and Deputy Chair Herbert Litts, III, offer the following:

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Economic Development; and

WHEREAS,theUlsterCountyDepartment of Economic Developmentidentifiedsmall business funding assistance as an eligible activity under the New York State Community Development Block Grant (NYS CDBG) Economic Development/Small Business Program andprepared adraftapplication requesting $95,558.00 in funding to support the creation of four (4) full-time equivalent jobs, which shall be made available to Low-to-Moderate Income individuals;and

WHEREAS, the Ulster County Legislature conducted the necessary publicoutreach for the application including a public hearing with proper public notice, toreceive comments on the proposed direction of the County’s application, after whichand with consideration of the comments received, an HCR Application for a small business assistance with a focus on low and moderate income households wassubmitted;and

WHEREAS,UlsterCountyhasreceivednoticethatithasbeenawarded $95,558.00 in funding for Project #1160SB966-21 from HCR inaccordancewithitsgrantapplication;and

WHEREAS, as required by the funding agency since 2012, the resolutionsauthorizing the execution of these contracts have authorized the County Executive astheCounty’ssignatory;and

WHEREAS, in order to accept and appropriate this funding it is necessary toamendthe2021UlsterCountyBudget;now,thereforebeit

RESOLVED, that the County Executive is hereby authorized to execute anagreement (NYS Contract #1160SB966-21) and any related amendments with theNew York State Housing Trust Fund Corporation in the amount of $95,558.00, inthe form as filed with the Clerk of the Ulster County Legislature or as modified withtheapprovaloftheCountyAttorney;and,beitfurther

RESOLVED, that the County Director of Economic Development is hereby authorized to actascertifyingofficerincludingthefilingofanycertificationsnecessaryforthepurposesofimplementingthisaward;and,beitfurther

RESOLVED,thatthe2021UlsterCountyBudgetisherebyamendedasfollows:
