Referred to: The Economic Development, Tourism, Housing, Planning and Transit
Committee (Chairman James Maloney and Legislators Archer, Delaune, Litts, Maio,
Rodriguez, and Woltman), and The Ways and Means Committee (Chairman
Gerentine and Legislators Archer, Bartels, Lopez, Maio, James Maloney, Joseph
Maloney, and Petit)
Chairman of the Economic Development, Tourism, Housing, Planning, and Transit
Committee, James F. Maloney, and Deputy Chair Hector Rodriguez offer the
following:
WHEREAS, this resolution has been submitted by the County Executive on
behalf of the Department of Public Transportation; and
WHEREAS, there is an ongoing need to reduce highway congestion and
reduce the number of single occupancy vehicles on the roads; and
WHEREAS, pursuant to Resolution No. 218 dated July 9, 2008, the Chairman
of the Ulster County Legislature executed a three-year agreement with the Town of
New Paltz ending November 30, 2011 to provide public transit service between the
Town of New Paltz, the Village of New Paltz, and the State University of New York
at New Paltz (the “New Paltz LOOP”); and
WHEREAS, pursuant to Resolution No. 229 dated October 18, 2011, the
Chairman of the Ulster County Legislature executed a three-year agreement with the
Town of New Paltz ending November 30, 2014 to continue to provide the New Paltz
LOOP service; and
WHEREAS, pursuant to Resolution No. 318 dated September 23, 2014, the
Chairman of the Ulster County Legislature executed a two-year agreement with the
Town of New Paltz ending November 30, 2016 to continue to provide the New Paltz
LOOP service; and
WHEREAS, pursuant to Resolution No. 51 dated February 15, 2017, the
Chairman of the Ulster County Legislature executed a two-year agreement with the
Town of New Paltz ending November 30, 2018 to continue to provide the New Paltz
LOOP service; and
WHEREAS, operating funds have been approved in the 2018 Ulster County
Budget to continue New Paltz LOOP services for the period beginning December 1,
2018 and ending November 30, 2020; and
WHEREAS, the Ulster County Director of Public Transportation is requesting
the execution of a two-year contract extension with the Town of New Paltz to
continue the New Paltz LOOP public transit service for a term beginning December
1, 2018 and ending November 30, 2020, at an estimated annual operating cost of
$130,462.00; now, therefore be it
RESOLVED, that the Chairman of the Ulster County Legislature is hereby
authorized to execute an agreement and any related amendments with the Town of
New Paltz for the period beginning December 1, 2018 and ending November 30,
2020 to continue the New Paltz LOOP public transit service; and, be it further
RESOLVED, that this service will continue contingent upon the availability of
local operating funds from the Town of New Paltz and adequate bus fares,
and move its adoption.
