Maio, James Maloney, Joseph Maloney, and Petit)
Chairman of the Public Works and Capital Projects Committee, Dean Fabiano, and
Deputy Chair Manna Jo Greene offer the following:
WHEREAS, this resolution has been submitted by the County Executive’s
Office on behalf of the Department of Public Works; and
WHEREAS, between 2015 and 2017, Ulster County spent on average
$842,492 per year on energy to operate two buildings: the Ulster County Law
Enforcement Center and the Ulster County Office Building, generating a total of
2,366 metric tons of CO2 emissions per year; and
WHEREAS, per Executive Order Number 2-2018, Ulster County endeavors to
decrease greenhouse gas emissions associated with its operations (through
conservation, efficiency, and on-site renewable generation) by 25% by 2025 and 80%
by 2050 using the County’s 2012 greenhouse gas emission inventory as a baseline;
and
WHEREAS, Ulster County plans to replace multiple boilers at both facilities
as outlined in the 2018 Capital Program; and
WHEREAS, the NYSERDA Flexible Technical Assistance (FlexTech)
program provides cost-shared energy efficiency technical analyses and strategic
energy management assistance to existing facilities, providing credible, objective
information and site-specific targeted analysis to help customers make informed
clean energy investment decisions; and
WHEREAS, Ulster County has determined that a FlexTech energy study
should be completed prior to investment in new heating equipment to assess alternate
technologies and develop an energy master plan, to inform the design of a system
that meets the heating needs of each facility and simultaneously reduces energy
intensity and greenhouse gas emissions; and
WHEREAS, Capital Project No. 519 was established pursuant to Resolution
No. 95, dated March 20, 2018, in an amount of $250,000; now, therefore, be it
RESOLVED, that the 2018-2023 Ulster County Capital Improvement
Program is hereby amended to increase Capital Project No. 519 – Ulster County Law
Enforcement Center Energy Upgrades from $250,000 to $281,000 an increase of
$31,000; and, be it further
RESOLVED, that Capital Project No. 519 is hereby amended as follows:
INCREASE AMOUNT
Capital Project No. 519 UCLEC Energy Upgrades $31,000.00
and, be it further;
RESOLVED, the 2018 Ulster County Capital Fund Budget is hereby amended
as follows:
