Referred to: The Economic Development, Tourism, Housing, Planning and Transit
Committee (Chairman Maloney and Legislators Berky, Delaune, Lapp, Litts, Maio
and Rodriguez)
Legislator Ronald G. Lapp, Jr. and Legislators Briggs and Lopez offer the following:
WHEREAS, the Ulster County Legislature is committed to encouraging
economic growth and promoting tourism in Ulster County; and
WHEREAS, on June 2, 2016, the Town of Wawarsing unanimously approved
support for a Regional Economic Development Council Consolidated Funding
Application for the Colony Farm Agri-Tourism Project; and
WHEREAS, the funding application would secure funding for a
comprehensive planning and implementation study to determine the best public uses
for the Colony Farm property and other associated parcels, totaling nearly 500 acres,
currently owned by the New York State Department of Corrections; and
WHEREAS, as documented in a letter dated June 15, 2016, the Department of
Corrections and Community Supervision is on record indicating its support of the
funding application and notes, “the decisions regarding the ultimate use and
disposition are matters to be addressed after the Town study is completed”; and
WHEREAS, on June 27, 2016, the Ulster County Trails Advisory Committee
unanimously passed a resolution supporting the Town of Wawarsing pursuing the
Colony Farm Agri-tourism feasibility study for this year and advised the Economic
Development, Tourism, Housing, Planning and Transit Committee to support this
measure; and
WHEREAS, the Ulster County Legislature has a history of supporting this
funding application as demonstrated by the unanimous adoption of Resolution No.
263, dated July 21, 2015; now, therefore be it
RESOLVED, that the Ulster County Legislature hereby supports the Town of
Wawarsing’s Consolidated Funding Application to provide for a comprehensive
strategic plan designed to research, assess, and define implementation strategies for
the re-use of the Colony Farm property and four subject parcels; and, be it further
RESOLVED, that the Ulster County Legislature encourages the Mid Hudson
Regional Economic Development Council to award this project funding as part of the
2016 regional investment; and, be it further
RESOLVED, that the Clerk of the Ulster County Legislature shall forward
copies of this resolution to Mid Hudson Regional Economic Development Council
Co-Chairs Dennis Murray and Leonard S. Schleifer, Regional Council Director
Meghan Taylor, Ulster County Economic Development Alliance Director Suzanne
Holt, Town of Wawarsing Supervisor Leonard Distel, and the Friends of Colony
Farm Steering Committee,
and moves its adoption.
