Chairman Kenneth J. Ronk, Jr. offers the following:

WHEREAS, New York State has been designated as having one of the worst

business climates in the country because of its tax and regulatory burdens; and

WHEREAS, the Ulster County Legislature deems it necessary to take

affirmative acts to change the business climate so that the County and its residents

have every opportunity to be prosperous; and

WHEREAS, the Ulster County Legislature wants to foster growth in business

so as to lower unemployment and underemployment, reduce homelessness, increase

sales tax revenue, lower property taxes, and to create a better quality of life in Ulster

County; and

WHEREAS, the Ulster County Legislature determined that the County has a

great deal to sustain our current businesses and to attract new businesses, including,

but not limited to, its location, our beautiful surroundings, a multitude of recreational

activities, significant transportation options, and a workforce that is ready to be

utilized; and

WHEREAS, the Ulster County Legislature determined that one industry that it

would like to attract is the technology industry in light of the billions of dollars that

are available to start up companies from start-up incubators and angel invest

networks; and

WHEREAS, the Ulster County Legislature recognizes that the technology

industry advances and changes at a rapid rate and that the internet has created an

open platform to accelerate innovation and the development of new companies; and

WHER

WHEREAS, pursuant to Ulster County Charter Section C-16 and the

Administrative Code Section A2-11: “Advisory committees, commissions and boards.

Members of all citizens’ committees, commissions and boards appointed pursuant to

Section C-11K of the Charter shall serve at the pleasure of the County Legislature.

They shall serve without compensation other than for actual and necessary expenses

within appropriations made therefor, unless otherwise provided by resolution of the

County Legislature. The Chairman of the County Legislature shall be a member exofficio of all such committees, commissions and boards;” now, therefore be it

RESOLVED, that the Ulster County Technology Business Task Force shall be

created being comprised of seven members to be appointed by the Chairman of the

Legislature and such appointments shall be as follows:

1) Two (2) Ulster County Legislators whereby one appointment would be

from each caucus;

2) Two (2) local business owners whose businesses are in the information/

technology field;

3) Two (2) residents of Ulster County; and

4) One (1) professional from one of the colleges located in Ulster County who

teaches information/technology; and be it further

RESOLVED, that the Ulster County Technology Business Task Force shall

meet no later than 30 days after the appointments to said Task Force are made; and

be it further

RESOLVED, that the first meeting of the Task Force shall be convened by the

Chairman of the Ulster County Legislature and at said meeting, the members of the

Task Force shall chose one of its members to be the Chairman of the Task Force; and

be it further

RESOLVED, that the Task Force shall file its findings and recommendations

with the Clerk of the Legislature no later than December 31, 2016, at which time the

Task Force shall be dissolved,

and move its adoption.
