Chairwoman of the Public Works, Capital Projects and Transportation Committee, Laura Petit, and Deputy Chair Dean J. Fabiano, offer the following:

 

WHEREAS, this resolution has been submitted by the County Executive on behalf of the Department of Public Works; and

WHEREAS, the Ulster County’s inventory lists 152 large culverts which have spans between 5ft and 20ft; and

 

WHEREAS, engineering inspections have evaluated and rated the conditions of Ulster County’s large culvert inventory; and

 

          WHEREAS, the Commissioner of Public Works has identified one large culvert in need of repair; and

 

WHEREAS, this culvert was planned to be a part of the 2023 Large Culvert Program but Grant funding has become available to offset its cost; and

 

WHEREAS, the failing and undersized stream culvert in a tributary to the Sawkill River, under a portion of Wittenberg Road (CR 46) in the Town of Woodstock will be replaced utilizing in-house engineering and labor; and

 

WHEREAS, the project will alleviate flooding events and connect 2.2 miles of aquatic habitat in the Lower Esopus Watershed; and

 

WHEREAS, the New York State Department of Environmental Conservation (“DEC”) Water Quality Improvement Projects (WQIP) Grant Program is a competitive, reimbursement grant program that funds projects that directly improve water quality or aquatic habitat, or protect a drinking water source; and  

 

WHEREAS, WQIP funding in the amount of $250,000.00 has been awarded to DPW for this project; and

 

WHEREAS, it is necessary to establish Capital Project No. 663 to accept the grant funding; and

 

WHEREAS, Capital Project No. 663 will be established for the exact amount of the grant award; and

 

WHEREAS, based upon examination by the Ulster County Legislature, the County’s funding of this Project constitutes a Type II action as defined under Sections 4.5.5 of the County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated April 20, 2010; and

 

          WHEREAS, Ulster County has determined that this funding action does not pose a significant potential environmental impact and may be progressed as a Type II action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any further determination or procedure under SEQRA; and

 

WHEREAS, the Commissioner of Public Works requests that Capital Project No. 653 be established to accept grant funding in the amount of $250,000.00; now, therefore be it

 

RESOLVED, that the 2023-2028 Ulster County Capital Improvement Program is amended as follows:
