Chairman of the Economic Development, Planning, Education, Employment, Arts and Agriculture Committee, Brian B. Cahill, and Deputy Chair Herbert Litts, III offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Planning; and

 

WHEREAS, the Ulster County Planning Department identified housing rehabilitation, an eligible activity under New York State Homes and Community Renewal’s (HCR) Community Development Block Grant (CDBG) Program, as a priority and prepared a draft application requesting $800,000.00 in funding to conduct a housing rehabilitation program for income eligible applicants; and

 

WHEREAS, the Ulster County Legislature conducted the necessary public outreach for the application including a public hearing with proper public notice, to receive comments on the proposed direction of the County’s application, after which and with consideration of the comments received, an HCR Application for a housing rehabilitation program with a focus on low- and moderate-income households was submitted; and

         

WHEREAS, Ulster County has received notice that it has been awarded $800,000.00 in funding for Project #1160HR306-21 from HCR (CFDA# 14.228) in accordance with its grant application; and

 

WHEREAS, the 2022 Ulster County Capital Program includes funding for housing directed at energy conservation and green job training; and

 

WHEREAS, this housing rehabilitation award offers a unique opportunity to ensure that energy-efficient upgrades and training are include in the housing rehabilitation program; and

 

 

 

 

WHEREAS, as required by the funding agency, the execution of contract for $800,000 between Ulster County and New York State Housing Trust Fund Corporation must be signed by the Chief Elected Official; and

 

WHEREAS, in order to accept and appropriate this funding it is necessary to amend the 2022 Ulster County Budget; now, therefore be it

 

RESOLVED, that the County Executive is hereby authorized to execute an agreement (NYS Contract #1160HR306-21) and any amendments thereto, with the New York State Housing Trust Fund Corporation, in the amount of $800,000.00, in the form as filed with the Clerk of the Ulster County Legislature, or as modified with the approval of the County Attorney; and, be it further

 

RESOLVED, that the County Director of Planning is hereby authorized to act as certifying officer including the filing of any certifications necessary for the purposes of implementing this award; and, be it further

 

RESOLVED, that the 2022 Ulster County Budget is hereby amended as follows:
