Chairman of the Law Enforcement and Public Safety Committee, Abe Uchitelle, and Deputy Chair Gina Hansut offer the following:

 

WHEREAS, this resolution has been submitted at the request of the Acting County Executive on behalf of the Ulster County Department of Emergency Communications/ Emergency Management; and

 

WHEREAS, the Director of Emergency Communications / Emergency Management requests that the Chairman of the Ulster County Legislature be authorized to enter into an agreement (C190087), and any amendments to the agreement, with the New York State Division of Homeland Security and Emergency Services for the contract period from September 1, 2022 through August 31, 2025, in the amount of $230,463.00; and         

 

WHEREAS, these funds are part of the FY22 State Homeland Security Program (SHSP); and

 

WHEREAS, this funding originates from the United States Department of Homeland Security and passes through New York State via the State Homeland Security Program; and

 

WHEREAS, the State Homeland Security Program supports planning, equipment, training, and exercise needs associated with preparedness and prevention activities for terrorist events using weapons of mass destruction involving biological, nuclear, incendiary, chemical, explosive and radiological materials; and

 

WHEREAS, the grant requires no matching County dollars; now, therefore be it

 

RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to execute an agreement (NYS Contract # C190187), and any amendments thereto, with the New York State Division of Homeland Security and Emergency Services for the State Homeland Security Program (SHSP) FY22, in the amount of $230,463.00, as filed with the Clerk of the Legislature or as modified with the approval of the County Attorney; and, be it further

 

 

RESOLVED, that the 2022 County Budget is hereby amended as follows:

RESOLVED, if funding for this program is eliminated, the Commissioner of Finance shall, immediately upon discovery, send written notification to the Clerk of the Legislature, and the relevant Department Head shall attend the next regular meeting of the Ways and Means Committee to assist the Committee in review and evaluation for determination of the program’s continuance,

 

and move its adoption.
