Chairwoman of the Energy, Environment and Sustainability Committee, Manna Jo Greene, and Deputy Chair Gina Hansut offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of the Environment; and
WHEREAS, the County endeavors to complete a planning study for the establishment of an Ulster County Reuse Innovation Center facility to divert, recover, repair, reuse, and resell materials from the County-generated solid waste stream; and
WHEREAS, planning for such a facility supports Ulster County Green New Deal goals and community-scale solid waste diversion and greenhouse gas emissions reduction goals; and
WHEREAS, the project expenditures in the amount of $75,000.00 for the Reuse Innovation Center Planning Study were approved in the 2022 – 2027 Capital Program; and
WHEREAS, the County solicited, through its RFP No. RFP-UC22-040, proposals for the development of an Ulster County Reuse Innovation Center Planning Study; and
WHEREAS, the firm Sustainable Hudson Valley was a successful proposer with a proposed project budget of $73,570.00; and
WHEREAS, it is now necessary to establish and fund Capital Project No. 646 in the amount of $73,570.00; and
WHEREAS, the Director of the Department of the Environment requests that Capital Project No. 646 be established and funded in the amount of $73,570.00; and
WHEREAS, based upon examination by the Ulster County Legislature, said Capital Project constitutes a Type II action as defined under Sections 4.5.11 of the County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated April 20, 2010; now, therefore be it
RESOLVED, that Ulster County has determined that this action does not pose a significant potential environmental impact and may be progressed as a Type II action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any further determination or procedure under SEQRA; and, be it further
RESOLVED, that Capital Project No. 646 for a Reuse Innovation Center Planning Study be established as follows:

RESOLVED, that the 2022-2027 Ulster County Capital Fund Budget is hereby amended as follows:
