Chairwoman of the Energy, Environment and Sustainability Committee, Manna Jo Greene, and Deputy Chair Gina Hansut offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Ulster County Department of the Environment; and

           

WHEREAS, the New England Interstate Water Pollution Control Commission (NEIWPCC), in partnership with the New York State Department of Environmental Conservation - Hudson River Estuary Program, released a request for proposals to solicit projects for restoration of watershed connectivity; and

 

WHEREAS, the Department of the Environment responded to the request for proposals with a project to assess culverts, create a web-based inventory of all County and local culverts, complete a culvert management plan and complete conceptual designs for select culverts, and the Department of the Environment’s proposal was selected to receive funding; and

 

WHEREAS, this project builds on the County’s leadership in stormwater management and resilience planning and allows for municipalities to similarly assess culverts and plan for their replacement; and

 

WHEREAS, this project supports the County’s Green New Deal plan goal to complete an inventory of road-stream crossings in need of repair and resizing; and

 

WHEREAS, this project supports the County’s commitment to furthering actions under Pledge Element 7 Action in the New York State Climate Smart Communities program; now, therefore be it

 

RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to execute an agreement and any related amendments with the New England Interstate Water Pollution Control Commission in the amount of $125,464.00 as well as all necessary understandings, assurances, and additional information as may be required, in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney,

 

 

and move its adoption.
