Referred to: The Economic Development, Planning, Education, Employment, Arts and Agriculture Committee (Chairman Cahill and Legislators Corcoran, Criswell, Hewitt, Litts, Maloney and Sperry)
Chairman of the Economic Development, Planning, Education, Employment, Arts and Agriculture Committee, Brian B. Cahill, and Deputy Chair Herbert Litts, III offer the following:
WHEREAS, the New York State Homes and Community Renewal (NYSHCR) issues an annual Notice of Funding Availability (NOFA) for the following programs: Community Development Block Grant (CDBG), RESTORE, Affordable Homeownership Development Program (AHODP), Access to Home, and Access to Home for Medicaid Recipients Program as well as periodic special notices for additional programs; and
WHEREAS, NYSCHR has a continuing funding round that provides grants to communities that wish to sponsor economic development activities that create or retain jobs for low-to-moderate income persons with a goal to fund projects that result in high quality, full-time jobs that are well paying and provide benefits and training to low-to moderate-income persons; and
WHEREAS, on December 4, 2020 Ulster County submitted an application under the CDBG Small Business/Microenterprise Program for $95,558.00 for the purposes of the purchase of equipment for PK30 Systems, Inc., 2452C Lucas Turnpike, High Falls, N.Y. 12440, to expand production capabilities and to be able to offer 4 additional entry level jobs specific to individuals from low-to-moderate income households and on February 12,2021 was notified by NYSHCR of award; and
WHEREAS, a first public hearing on the application for CDBG funding was held December 1, 2020; and
WHEREAS, on April 5, 2021 Ulster County entered into a grant agreement with NYSHCR for the purposes of administering said grant; and
WHEREAS, the CDBG Program requires a second public hearing during the implementation of the grant award; now, therefore be it
RESOLVED, that said Public Hearing will be held on Tuesday, October 18, 2022 at 7:05 PM, in the Legislative Chambers, Ulster County Office Building, 244 Fair Street, Kingston, New York, and/or via videoconference to the extent allowable pursuant to existing New York State legislation, or order and the Rules of the Ulster County Legislature; and, be it further
RESOLVED, that the Clerk of the Ulster County Legislature shall cause notice of said hearing to be posted on bulletin boards in County Buildings and published in official publications; and, be it further
RESOLVED, that the Clerk of the Ulster County Legislature shall provide copies of the hearing notice to all chief elected officials of municipalities within Ulster County,
and move its adoption.
