Chairwoman of the Public Works, Capital Projects and Transportation Committee, Laura Petit, and Deputy Chair Dean J. Fabiano offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Public Works; and
WHEREAS, the Hall of Records is a records storage facility and vault located at 300 Foxhall Avenue in Kingston, which has been occupied by the Ulster County government since 1997; and
WHEREAS it has been determined that the Hall of Records roof is approximately 22,550 square feet and in need of rehabilitation work; and
WHEREAS this restoration project intends to use contract labor to renovate the roof by removing existing loose aggregate from the existing roof; repair any noted deficiencies; re‐flash entire perimeter, curbs, penthouse walls, penetrations, soils sacks with new flashing membrane; upgrade and remediate all internal drain(s) flashing membrane and sump areas. Then apply a restorative waterproofing top‐pour over embedded aggregate with new pea‐gravel into newly applied layer of waterproofing over entire roof mat; and
WHEREAS, pursuant to Resolution No. 416 of 2019, the Department of Public Works requested that the Department of the Environment complete a study to determine the feasibility of installing a solar photovoltaic (PV) system on the roof of the building; and
WHEREAS, the Solar Feasibility Study determined that a rooftop solar PV system is economically and structurally feasible at the Hall of Records; and
WHEREAS, the Hall of Records is served by a single electricity meter and a rooftop solar array would produce approximately 56% of the building’s average electricity needs each year; and
WHEREAS, design of the roof restoration project recommends cool roof technology during renovation, a technology designed to reflect more sunlight and absorb less heat than a standard roof and yield significant energy savings through a reduction in cooling load inside the building; and
WHEREAS, Additionally, by decreasing roof temperature, a cool roof design may extend roof service life; and
WHEREAS, the project expenditures in the amount of $560,600.00 for the Roof Replacement Program, were approved in the 2022 – 2027 Capital Program; and
WHEREAS, the Commissioner of Public Works requests that Capital Project No. 639 be established and funded in the amount of $560,600.00; now, therefore be it
RESOLVED, that Capital Project No. 639 for the Hall of Records Roof Restoration Project be established as follows:

and, be it further
RESOLVED, that the 2022 Ulster County Capital Fund budget is hereby amended as follows:
