Chairwoman of the Health, Human Services and Housing Committee, Eve Walter, offers the following:

WHEREAS, the United States Department of Treasury has notified Ulster County that funding for the American Rescue Plan Act (ARPA) is available in the amount of $34,491,474.00; and

WHEREAS, the ARPA seeks, among other purposes, to address systemic public health and economic challenges that have contributed to the unequal impact of the pandemic; and

WHEREAS, pursuant to Resolution No. 333 dated August 17, 2021, $5,000,000.00 in ARPA funding was allocated towards mental health and addiction recovery; and

WHEREAS, pursuant to Resolution No. 424 adopted on October 19, 2021 and signed by the County Executive on October 26, 2021, a policy was established to have a Crisis Stabilization Center recommended to operate 24 hours/day, 7 days per week, to be funded from the $5,000,000.00 of ARPA funding allocated for the purpose of addressing the need for enhanced Mental Health and Addiction Recovery services throughout Ulster County; and

WHEREAS, pursuant to Resolution No. 425 unanimously adopted on October 19, 2021 and signed by the County Executive on October 26, 2021, a policy was established to have 7-10 day Respite Houses in Ulster County, geographically spread out across the county, providing a minimum of eight beds overall, available to any resident of Ulster County ages 18 years old and over; now, therefore be it

RESOLVED, in order to implement the Respite House policy, funding in the amount of $1,500,000 shall be designated from the $5,000,000.00 allocated for the purpose of addressing the need for enhanced Mental Health and Addiction Recovery services throughout Ulster County,  

and move its adoption.
