Chairwoman of the Public Works, Capital Projects and Transportation Committee, Laura Petit, and Deputy Chair Dean J. Fabiano offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Public Works; and
WHEREAS, Capital Project No. 528 was established pursuant to Resolution No. 468 dated November 20, 2018, in the amount of $110,000.00 to fund design costs for the expansion of the Veteran’s Cemetery; and
WHEREAS, Resolution No. 306 dated July 16, 2019 amended Capital Project No. 528 to include the cost of environmental services, in the amount of $42,000.00, bringing the total project cost to $152,000.00; and
WHEREAS, Resolution No. 181 dated May 19, 2020 further amended Capital Project No. 528 to include the cost of additional environmental services, in the amount of $18,400,000.00, bringing the total project cost to $170,400.00; and
WHEREAS, Resolution No. 46 dated February 16, 2021further amended Capital Project No. 528 to include the cost of additional environmental services, in the amount of $29,600.00, bringing the total project cost to $200,000.00; and
WHEREAS, theCounty currently utilizes the New Paltz Rural Cemetery for Veteran Burials via a lease agreement on a portion of the Cemetery and this area is anticipated to be fully utilized by the end of 2022; and
WHEREAS, the County sought to address a long-term honorable solution to its Veteran burial needs with a formation of an advisory panel of Veterans to choose a location, and review design concepts; and
WHEREAS, the County now proposes the construction of an expansion of the Veterans Cemetery including a pavilion, committal shelter, columbaria, access road, landscaping, and other appurtenant infrastructure on lands on which the County has obtained the necessary easements and maintenance agreements with the New Paltz Rural Cemetery Association (“NPRCA located at 81 Plain Road in New Paltz; and
WHEREAS, the County Legislature pursuant to Resolution 147 of March 2022 adopted and issued a negative declaration for this project completing its responsibility under 6NYCRR Part 617 of the State Environmental Quality Review Act; and
WHEREAS, the Commissioner of Public Works requests that Capital Project No. 528 be amended to increase the funding available for construction services in the amount of $2,659,105.00 for a total project cost of $2,859,105.00; now therefore, be it
RESOLVED, that the 2022-2027 Ulster County Capital Improvement Program is amended as follows:
INCREASE AMOUNT
Capital Project No. 528 Veteran’s Cemetery $1,449,105.00
and be it further,
RESOLVED, that Capital Project No. 528 is hereby amended as follows:
INCREASE AMOUNT
Capital Project No. 528 Veteran’s Cemetery $2,659,105.00
and be it further,
RESOLVED, the 2022 Ulster County Capital Fund Budget is hereby amended as follows:
INCREASE AMOUNT
