Chairman of the Economic Development, Tourism, Housing, Planning, and Transit Committee, Brian B. Cahill, and Deputy Chair Herbert Litts, III offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Economic Development; and
WHEREAS, the United States Department of Treasury has notified Ulster County that funding for the American Rescue Plan Act (ARPA) is available in the amount of $34,491,474.00; and
WHEREAS, the purpose of the ARPA is to support urgent COVID-19 response efforts to continue to decrease spread of the virus and bring the pandemic under control; and
WHEREAS, the ARPA further seeks to replace lost public sector revenue to strengthen support for vital public services and help retain jobs; and
WHEREAS, the ARPA also seeks to support immediate economic stabilization for households and businesses; and
WHEREAS, the ARPA seeks to address systemic public health and economic challenges that have contributed to the unequal impact of the pandemic; and
WHEREAS, this project was reviewed with the ARP Working Group responsible for all proposals for the Small Business and Economic Recovery Capital Project; and
WHEREAS, this project seeks to allocate $435,000 of ARP funds via contract to the Ulster County Economic Development Alliance for the purposes of preparing the Enterprise West properties and buildings for redevelopment, to include $80,000 for property surveys; $50,000 for property appraisals; $100,000 for property management and leasing agent services; $40,000 for legal services; $65,000 for engineering and architectural services; and $100,000 for capital improvements related to building domestic and sprinkler water service; and
WHEREAS, the 2021 – 2026 Capital Program was amended to include project expenditures in the amount of $6,000,000.00 for ARP Small Business and Economic Recovery; now, therefore be it
RESOLVED, the 2021 Ulster County Capital Fund is hereby amended as follows:
