Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and Deputy Chair Manna Jo Greene offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Public Works; and

 

WHEREAS, it has been determined that a section of the roof of the Restorative Justice Center of approximately 15,198 square feet, and the roof of the Golden Hill Office Building of approximately 19,900 square feet are in need of rehabilitation work; and

 

WHEREAS, the rehabilitation project intends to use contract labor to renovate both roofs by removing existing loose aggregate from the existing roofs; repairing any noted deficiencies; re‐flashing entire perimeter, curbs, penthouse walls, penetrations, and soils sacks with new flashing membrane; upgrading and remediating all internal drain(s) flashing membrane and sump areas; and applying a restorative waterproofing top‐pour over embedded aggregate with new pea‐gravel into newly applied layer of waterproofing over entire roof mat; and

 

WHEREAS, Pursuant to Resolution No. 416 of 2019, the Department of Public Works requested that the Department of the Environment complete a study to determine the feasibility of installing a solar photovoltaic (PV) system on the roof of both buildings; and

 

WHEREAS, the Restorative Justice Building is currently subscribed to a community hydropower project for Community Distributed Generation (CDG) credits and the Golden Hill Office Building is currently supporting locally generated solar as an anchor customer in a local community solar project developed by East Light Partners, LLC in Saugerties, NY, which offsets approximately 100% of the building’s annual electricity usage; and

 

WHEREAS, Department of the Environment concludes the course of action to proceed with the roof renovation, continuing the Restorative Justice Center’s subscription to community hydroelectric power with Natural Power Group, and continuing Golden Hill Office Building subscription to community solar will provide the best outcome; and

 

 

WHEREAS, said solar feasibility studies recommend using cool roof technology, which is designed to reflect more sunlight and absorb less heat than a standard roof, yield significant energy savings through a reduction in cooling load inside the building, and potentially extend roof service life, during renovation; and

 

            WHEREAS, the project expenditures in the amount of $1,000,000.00 for the Roof Replacement Program were approved in the 2021 – 2026 Capital Program; and

 

            WHEREAS, the Commissioner of Public Works requests that Capital Project No. 605 be established and funded for materials; now, therefore be it

 

            RESOLVED, that Capital Project No. 605 for the Golden Hill Office Building & Restorative Justice Roof Rehabilitation be established as follows:
