Referred to: The Public Health and Social Services Committee (Chairman Lopez and Legislators Bruno, Criswell, Petit, and Uchitelle), and The Ways and Means Committee (Chairman Gavaris and Legislators Archer, Bartels, Haynes, Maio, Parete, Ronk, and Walter)
Chairman of the Public Health and Social Services Committee, Craig V. Lopez, and Deputy Chair Peter J. Criswell offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Health, and
WHEREAS, the Commissioner of Health requests that the Chair of the Ulster County Legislature be authorized to execute an intermunicipal agreement with the Town of New Paltz for the administration of a Naloxone training website and delivery of Narcan to Ulster County residents; and
WHEREAS, pursuant to Resolution No. 498 dated November 19, 2019 and Resolution No. 82 dated February 18, 2020, the Trustees of Columbia University in the City of New York and the County entered into a contract for participation in the HEALing Communities Study, a collaboration to test the impact of a community-engaged intervention on the primary outcome of community-level opioid overdose deaths; and
WHEREAS, the Department of Health receives community impact dollars from the Trustees of Columbia University in the City of New York through the HEALing Communities Study to be used for activities as determined by the Communities that Heal Intervention; and
WHEREAS, the Trustees of Columbia University in the City of New York have agreed to use community impact dollars to support the administration of a Naloxone training website and delivery of Narcan to Ulster County residents; and
WHEREAS, in March 2020, the Town of New Paltz joined the Healing Communities Opioid Overdose Prevention and Naloxone Distribution Workgroup initiative to improve community access to Naloxone Education through the creation of a web-based Naloxone training; now, therefore be it
RESOLVED, that the Chair of the Ulster County Legislature is authorized to execute an intermunicipal agreement with the Town of New Paltz for the administration of a Naloxone training website and delivery of Narcan to Ulster County residents, in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney,
and move its adoption.
