Chairman of the Economic Development, Tourism, Housing, Planning, and Transit Committee, Brian B. Cahill, and Deputy Chair Herbert Litts, III offer the following:
WHEREAS, this resolution has been submitted by the County Executive on
behalf of the Ulster County Office of Employment and Training; and
WHEREAS, the Ulster County Office of Employment and Training will need to sign an Agreement to receive reimbursement funding from the New York State Education Department’s Adult Career and Continuing Education Services-Vocational Rehabilitation (ACCESS-VR) for wages paid out to the Disability Resource Coordinator Trainee at a rate of $23.34 per hour for 375 hours through the Work-Try-Out (WTO) program during the period of October 26, 2020 to January 1, 2021; and
WHEREAS, the Disability Resource Coordinator Trainee position is a three (3) month traineeship in the Office of Employment and Training designed to provide the essential knowledges and skills necessary for carrying out duties the employment needs of people with disabilities; and
WHEREAS, at the end of the traineeship the trainee is automatically appointed to Disability Resource Coordinator; and
WHEREAS, according to New York State Education Department’s Adult Career and Continuing Education Services-Vocational Rehabilitation (ACCESS-VR) policy, a WTO may be used as an assessment or as a business incentive to confirm suitability for a job placement, and WTO is time limited and must be provided in a competitive integrated work setting; and
WHEREAS, the objective of a WTO is to obtain first-hand information on job performance by providing the participant with a paid opportunity to assess skills, abilities and interests for a particular job, and ACCESS-VR can reimburse a business 100% of gross wages for a WTO, not to exceed 480 hours; and
WHEREAS, in order to reflect the reimbursement funding, an amendment of the 2020 budget is necessary; and
WHEREAS, there is no increase in County Contribution as a result of these modifications; now, therefore, be it
RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to execute a Work Try-Out Agreement Form and any amendments with the New York State Education Department’s Adult Career and Continuing Education Services-Vocational Rehabilitation (ACCESS-VR), in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney; and, be it further
RESOLVED, that the 2020 County Budget is hereby amended as follows:
