WHEREAS, this Resolution has been submitted by the County Executive on behalf of the Ulster County Department of Environment; and

            WHEREAS, Ulster County has established itself as an energy and environmental leader through policies, resolutions and local laws, including those establishing the County as a Climate Smart Community, requiring the purchase of renewable energy, establishing energy efficient building standards, establishing a County Green Fleet Policy, and other resolutions regarding green, energy conscious purchasing; and

            WHEREAS, the Ulster County Executive signed Executive Order Number 1 of 2019, which the Legislature codified on September 17, 2019, establishing ambitious new goals for the County’s ongoing efforts to combat climate change, including community-wide greenhouse gas emissions targets and the adoption of the Ulster County Climate Action Plan; and

            WHEREAS, Department of the Environment has been collaborating with the Ulster County Area Transit to facilitate the addition of three battery-electric zero­ emission transit buses to its fleet and install electric bus charging equipment at the UCAT facility at 1 Danny Circle, Kingston, NY; and

             WHEREAS, Ulster County was invited to apply for a State and Municipal Facilities (“SAM”) grant through NYS Senator Jen Metzger’s Office and was awarded a grant of $100,000 to support a rooftop solar project at the UCAT facility which would provide locally generated renewable energy to help power the fleet buses and the UCAT facility; and 

            WHEREAS, the Department of Environment now requests the Chair of the Ulster County Legislature be authorized to enter into agreements with DASNY in order to accept grant funding; and

            WHEREAS, no County contribution or matching funding is required for this grant; and

            WHEREAS, it is necessary to establish and fund such project in the amount of

$100,000.00; now, therefore be it

            RESOLVED, that the 2020-2025 Capital Program be amended and Capital Project No. 574- UCAT Rooftop Solar Installation is hereby established as follows:
