Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and Deputy Chair Manna Jo Greene offer the following:

WHEREAS, this resolution has been submitted by the County Executive on behalf of the Department of Public Works; and

WHEREAS, the Commissioner of Public Works has been notified by the New York State Department of Transportation of an increase in Consolidated Local Street and Highway Improvement Program (CHIPS) funding for Ulster County Highway Capital Improvements in the amount of $1,511.63 for the State fiscal year 2020-2021; and

WHEREAS, the Commissioner of Public Works has been notified by the New York State Department of Transportation of an increase in PAVE NY funding for Ulster County Highway Capital Improvements in the amount of $345.04 for the State fiscal year 2020-2021; and

WHEREAS, the Commissioner of Public Works has been notified by the New York State Department of Transportation of Extreme Winter Recovery (EWR) funding for Ulster County Highway Capital Improvements in the amount of $401,697.35 for the State fiscal year 2020 – 2021; and

WHEREAS, there exists a 2019 CHIPS budget balance of $351,220.96 to be rolled over into the 2020 Budget; and

WHEREAS, the amounts authorized for these programs by the New York State Department of Transportation may be subject to a reduction of up to 20 percent as a result of the impacts from the Coronavirus disease (COVID-19); and

WHEREAS, it is necessary to adjust the Budget to reflect the net difference of the rollover balance and State increase in funding; and

WHEREAS, the Commissioner of Public Works requests the 2020 CHIPS / PAVE NY / EWR appropriations and revenues be increased by $754,775.00 ($351,220.96 rollover plus the $1,511.63, $345.04 increases and the $401,697.35 EWR appropriation); now, therefore, be it

RESOLVED, that the 2020 Ulster County Budget is hereby amended as follows:
