Referred to: The Legislative Programs, Education and Community Services Committee (Chairman Delaune and Legislators Corcoran, Criswell, Parete, and Wawro), The Public Works and Capital Projects Committee (Chairman Fabiano and Legislators Cahill, Greene, Heppner, and Litts), and The Ways and Means Committee (Chairwoman Archer and Legislators Bartels, Gavaris, Haynes, Maio, Ronk, and Walter)
Chairman of the Legislative Programs, Education and Community Services Committee, James Delaune, and Deputy Chair Thomas Corcoran, offer the following:
WHEREAS, the resolution has been submitted by the County Executive on behalf of the Ulster County Community College (UCCC); and
WHEREAS, the Window Replacement Program has been included within the adopted 2020-2025 Capital Improvement Program; and
WHEREAS, Resolution No. 441, dated October 18, 2016, established Capital Project No. 486 Window Replacement Project and funded such project in the amount of $668,000; and
WHEREAS, the Resolution No. 259 dated June 19, 2018, authorized the Chairman of The Ulster County Legislature to Enter into an agreement with the New York State Dormitory Authority Of The State of New York (DASNY) for project management services – Ulster County Community College; and
WHEREAS, the Resolution No. 107, dated March 19, 2019, approved a Work Order with DASNY in the amount $600,400.00 (inclusive of the DASNY Fee of $74,300.00) for design, construction, and construction management for Phase-1 of Window Replacement Project Jacob Hardenbergh Hall; and
WHEREAS, Resolution No. 387, dated September 17, 2019, increased the scope of Capital Project No. 486 to include all windows in Hardenbergh Hall due to their poor condition and increased such project funding in the amount of $452,000, resulting in total project cost of $1,120,000.00 and approved a Work Order with the DASNY for such increased scope; and
WHEREAS, in order to include best practices for active shooter situations and to address anticipated code changes in alignment with such best practices, the DASNY has recommended egress windows are installed as part of this window replacement project, resulting in an additional cost of $150,000.00 resulting in a total project cost of $1,270,000.00; and
WHEREAS, such egress windows are currently required to be installed in K-12 educational settings and installing such windows will allow SUNY Ulster to continue to partner with K-12 educational programs, such as BOCES Pathways in Technology Early College High School (P-TECH); and
WHEREAS, SUNY Ulster Board of Trustees approved the Work Order with the DASNY (Capital Project: Window Replacement Project) via resolution #20-01-11; and
WHEREAS, such Work Order totals $150,000.00 for such project, which will be divided as follows: $75,000.00 State and $75,000.00 Ulster County; now, therefore, be it
RESOLVED, that Chair of the Ulster County Legislature hereby approves the execution of a Work Order No. 2019-001B – Window Replacement Project with the DASNY for the increased scope of Window Replacement project for Jacob Hardenbergh Hall; and. be it further
RESOLVED, that the 2020 Ulster County Capital Fund Budget is hereby amended as follows:
