Chairman of the Economic Development, Tourism, Housing, Planning, and Transit Committee, Brian J. Woltman, and Deputy Chair Lynn Archer offer the following:

 

WHEREAS, this resolution has been submitted by the County Executive on behalf of the Department of Public Transportation; and

 

WHEREAS, the 2019-2024 Capital Improvement Program includes a project “Mandatory Replacement – Buses” in the amount of $9,290,208.00 for such project; and

 

WHEREAS, Resolution Nos. 255 and 297 of 2019, respectively, supported two grant applications to the Federal Transit Administration to accept and administer Federal 5339(b) and 5311 funding for bus replacements in the amount of $1,745,480.00 (80% federal share; 10% state share and 10% local share); and

 

WHEREAS, Ulster County Area Transit (UCAT) will allocate such funding to purchase two (2) 26’ cutaway buses to accommodate the expansion of service into the City of Kingston, three (3) 35’ transit buses to replace three (3) buses which have reached the end of their useful life, and associated spare bus parts; and

 

WHEREAS, the total estimated capital cost for the purchase of the two (2) 26’ cutaway buses is $295,000.00, with funding sources of 80% Federal ($236,000.00), 10% State ($29,500.00); 10% Local ($29,500.00); and

 

WHEREAS, the total estimated capital cost for the purchase of the three (3) 35’ buses and associated spare parts is $1,450,480.00, with funding sources of 80% Federal ($580,192.00), 10% State ($145,049.00); 10% Local ($145,048.00); and

 

WHEREAS, Resolution No. 358 of 2019 supported a grant application to the New York State Department of Transportation (NYSDOT) to apply, accept, and administer the 2020 Accelerated Transit Capital Program for the investment and repair of the County’s capital transportation assets; and

 

 

 

 

WHEREAS, as part of the Accelerated Transit Capital Program, UCAT will allocate $174,547.00 for the local share for the purchase of two (2) 26’ cutaway buses, three (3) 35’ transit buses and associated parts; and 

 

WHEREAS, no County contribution or matching funding is required for the purchase of the two (2) 26’ cutaway buses, three (3) 35’ transit buses, and associated parts; and

 

WHEREAS, such buses will be used by UCAT to provide public mass transportation service for the County of Ulster; and

 

WHEREAS, it is necessary to establish and fund such project in the amount of $1,745,480; now, therefore be it

 

RESOLVED, that Capital Project No. 529 is hereby amended as follows:
