Legislator Hector Rodriguez offers the following:

 

WHEREAS, Ulster County has historically entered into an Agreement For Professional Services with RUPCO, INC., (“RUPCO”), to implement a countywide program that assists low and moderate income residents and preserves single family, owner occupied housing through housing rehabilitation activities; and

 

WHEREAS, the Agreement for Professional Services by and between Ulster County and RUPCO historically provides for the administration and distribution of the New York State Homes and Community Renewal (NYS HRC) Community Development Block Grant (CDBG) funds; and

 

WHEREAS, Ulster County is desirous of establishing a policy mandating that 100% of the funds allocated pursuant to CDBG and the Agreement For Professional Services are transferred directly to the program, with no funds to be withdrawn by the Ulster County Department of Planning; and

 

WHEREAS, the Ulster County Legislature is empowered pursuant to Charter Section C-47, to impose duties upon the Ulster County Director of Planning not otherwise set forth in the Ulster County Charter; now, therefore be it

 

RESOLVED, that 100% of the CDBG funds allocated to Ulster County shall be transferred to and/or applied to the Countywide program or vendor administering the program; and, be it further

 

RESOVLED, that any administrative fee collected by Ulster County shall be allocated directly to the approved Ulster County Homeownership Program,

 

and move its adoption.
