Chairwoman of the Energy and Environment Committee, Legislator Mary Wawro,

and Deputy Chair Tracey Bartels offer the following:

WHEREAS, this resolution has been submitted by the County Executive’s

Office on behalf of the Department of the Environment; and

WHEREAS, Ulster County has demonstrated its commitment to clean energy

by participating in the New York State Energy Research and Development Authority

(NYSERDA) Clean Energy Communities Program and has earned designation as a

Clean Energy Community by completing at least four High Impact Actions, the first

County in New York State to achieve the designation; and

WHEREAS, Ulster County has been awarded a grant through the Clean

Energy Communities program for $250,000 with no local cost share to support

additional clean energy projects; and

WHEREAS, in 2016, Ulster County spent $670,794 on energy to operate the

Ulster County Law Enforcement Center, generating 2,110 metric tons of CO2e; and

WHEREAS, per Executive Order Number 1-2016, Ulster County endeavors to

decrease greenhouse gas emissions associated with its operations (through

conservation, efficiency, and on-site renewable generation) by 25% by 2025 and 80%

by 2050 using the County’s 2012 greenhouse gas emission inventory as a baseline;

and 

 

WHEREAS, through the UCLEC Energy Projects capital project, Ulster

County intends to apply the grant funding to energy efficiency and renewable energy

projects at the Ulster County Law Enforcement Center (UCLEC) to reduce energy

intensity and greenhouse gas emissions attributable to the operation of that facility;

and

WHEREAS, Ulster County has determined that this action does not pose a

significant potential environmental impact and may be progressed as a Type II action

in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any further

determination or procedure under SEQRA; now, therefore, be it

RESOLVED, that the Chairman of the Ulster County Legislature is hereby

authorized to sign an agreement with the New York State Energy Research and

Development Authority, and any amendments thereto, for use of the Clean Energy

Communities grant funding; and, be it further

RESOLVED, that the 2018-2023 Ulster County Capital Improvement

Program is hereby amended as follows:

and be it further,

RESOLVED, that Capital Project No. 519 is hereby established as follows:

and be it further; 

 

RESOLVED, the 2018 Ulster County Capital Fund Budget is hereby amended

as follows:
