Chairman of the Economic Development, Tourism, Housing, Planning, and Transit

Committee, James F. Maloney, and Deputy Chair Hector Rodriguez offer the

following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Ulster County Department of Public Transportation; and

WHEREAS, Resolution No. 493 of December 19, 2017 established Capital

Project No. 513 for the purchase of equipment and facility upgrades for Ulster

County Area Transit (UCAT); and

WHEREAS, Resolution No. 253 of June 19, 2018 authorized the County

Executive to apply, accept, and administer $768,459 in grant funding through the

New York State Department of Transportation (NYSDOT) Public Transportation

Modernization and Enhancement Program; and

WHEREAS, UCAT will allocate $200,000 of such funding for the purchase of

technical equipment for training room upgrades; and

WHEREAS, such funding will be used to purchase training room equipment

including one (1) overhead projector, two (2) smart monitors, one (1) desktop

computer, and one (1) bus driver simulator at an estimated cost of $200,000; and

WHEREAS, UCAT will allocate $100,000 of such funding for the purchase of

additional technical equipment to be installed on buses due to anticipated expansion

of service; and

WHEREAS, such funding will be used to purchase SEON bus cameras and

hardware, DVR devices, Trackstar AVL hardware, Tripspark scheduling hardware,

and expansion of software licenses an estimated cost of $100,000; and

WHEREAS, Resolution No. 252 of June 19, 2018 authorized the County

Executive to apply, accept, and administer $117,950 in grant funding through the

NYSDOT Accelerated Transit Capital Program; and 

 

WHEREAS, grant funding remaining from awards received previously in

2016 and 2017 through the NYSDOT Accelerated Transit Capital Program totals

$81,906; and

WHEREAS, UCAT will allocate $127,974 of such funding for the purchase of

one (1) bus tire storage shed, purchase and installation of security bollards in front of

the UCAT facility’s dispatch area, and replacement of driver report area countertops;

and

WHEREAS, no County contribution or matching funding is required; now,

therefore, be it

RESOLVED, that the 2019-2024 Ulster County Capital Improvement

Program is hereby amended as follows:
