Referred to: The Public Works and Capital Projects Committee (Chairman Fabiano
and Legislators Greene, Litts, Nolan, and Roberts), The Energy and Environment
Committee (Chairwoman Wawro and Legislators Bartels, Greene, Joseph Maloney,
and Woltman), and The Ways and Means Committee (Chairman Gerentine and
Legislators Archer, Bartels, Lopez, James Maloney, Joseph Maloney, and Petit)
Chairwoman of the Energy and Environment Committee, Legislator Mary Wawro,
and Deputy Chair Tracey Bartels offer the following:
WHEREAS, this resolution has been submitted by the County Executive on
behalf of the Department of the Environment; and
WHEREAS, the Ulster County Legislature has Enacted Local Law No. 3 of
2015 A Local Law Establishing a Sustainable Green Fleet Policy; and
WHEREAS, said law establishes the policy of the County “to purchase …the
most energy efficient and cost effective vehicles possible…;” and
WHEREAS, the law further states “…Ulster County seeks to move toward zero
emission vehicles by promoting the use of electric, hybrid-electric, and sustainable
green vehicles by residents and will do so by: …2. Installing electric vehicle charging
stations at County-owned facilities;” and
WHEREAS, it is necessary to install additional electric vehicle charging
stations to power these green vehicles; and
WHEREAS, the Department of the Environment, in consultation with the
Ulster County Department of Public Works in response to a rebate/grant program
issued by the New York State Department of Environmental Conservation (DEC) for
the 2017 Municipal Zero-emission Vehicle (ZEV) & ZEV Infrastructure Rebate
Program applied for and was awarded rebates totaling $7,221.00 for the installation
of EV charging infrastructure; and
WHEREAS, the Department of Public Works requests that the Chairman of the
Ulster County Legislature be authorized to enter into the agreement, and any
amendments to the agreement (Purchase Order T306619), with the New York State
Department of Environmental Conservation (DEC) for the 2017 Municipal Zeroemission Vehicle (ZEV) & ZEV Infrastructure Rebate Program, in the total amount
of $7,221.00; and
WHEREAS, the required matching funds will be met with labor from the
Department of Public Works and the Department of the Environment; now, therefore,
be it
RESOLVED, that the Chairman of the Ulster County Legislature is hereby
authorized to execute an agreement, and any amendments thereto, with the New York
State DEC, for the purpose of accepting the grant totaling $7,221.00 for the purchase
and installation of ZEV charging infrastructure; and be it further
RESOLVED, that the 2018 Ulster County budget is hereby amended as
follows:
