Fabiano and Legislators Greene, Litts, Loughran, and Maloney), and The Ways and
Means Committee (Chairman Gerentine and Legislators Allen, Bartels, Belfiglio,
Briggs, Maio, and Maloney)
Chairman of the Economic Development, Tourism, Housing, Planning, and Transit
Committee, James F. Maloney, and Deputy Chairman Hector Rodriguez offer the
following:
WHEREAS, this resolution has been submitted by the County Executive on
behalf of Ulster County Area Transportation (UCAT); and
WHEREAS, the approved 2017-2022 Capital Improvement Program includes
a project “Mandatory Replacement – Buses” in the amount of $6,520,000 for such
project; and
WHEREAS, Resolution No. 551 of December 20, 2016 established Capital
Project No. 490 for the purchase of two (2) 30’ diesel fuel buses and for one (1) gas
cutaway bus to provide senior and disabled transportation service for Ulster County;
and
WHEREAS, Resolution No. 274 of June 20, 2017 supported a grant
application to the Federal Transit Administration to accept and administer Federal
5339 (B) and 5307 funding for bus replacements in the amount of $1,000,000 (80%
federal share, 10% state share and 10% local share); and
WHEREAS, the UCAT will allocate such funding to replace one (1) existing
40’ diesel buses, and three (3) existing 26’ gas cutaway buses; and
WHEREAS, the total estimated capital cost for the purchase of the one (1) 40’
bus is $475,000 with funding sources of 80% Federal ($380,000), 10% State
($47,500) and 10% Local ($47,500); and
WHEREAS, the total estimated capital cost for the purchase of the three (3)
26’ are $474,997 with funding sources of 80% Federal ($379,997), 10% State
($47,500) and 10% Local ($47,500); and
WHEREAS, Resolution No. 343 of August 15, 2017 supported a grant
application to the New York State Department of Transportation to apply, accept and
administer the Public Transportation Modernization and Enhancement program for
the funding of buses and bus facility capital investments in the amount of $1,551,311
(100% state share); and
WHEREAS, as part of Public Transportation Modernization and Enhancement
Program UCAT will allocate $887,912, the for the purchase of one (1) 40’ bus and
one (1) 35’ bus; and
WHEREAS, the total estimated capital cost for the purchase of the one (1) 40’
bus is $475,000 and one (1) 35’ bus is $412,912 with funding sources of 100% State
($887,912); and
WHEREAS, such buses will be used by UCAT to provide public mass
transportation service for the County of Ulster; and
WHEREAS, it is necessary to establish and fund such project in the amount of
$1,837,909; now, therefore be it
RESOLVED, that Capital Project No. 514 is hereby established as follows:

RESOLVED, the 2017 Ulster County Capital Fund Budget is hereby
amended as follows:
