Chair of the Public Works and Capital Projects Committee, Kathy Nolan, and Deputy Chair Herbert Litts, III offer the following:

WHEREAS, this resolution has been submitted by the County Executive on behalf of the Department of Public Works; and

WHEREAS, the Commissioner of Public Works has been notified by the New York State Department of Transportation of an increase in Consolidated Local Street and Highway Improvement Program (CHIPS) funding for Ulster County Highway Capital Improvements in the amount of $294,380.00 for the State fiscal year 2025- 2026; and

WHEREAS, the Commissioner of Public Works has been notified by the New York State Department of Transportation of a decrease in PAVE NY funding for Ulster County Highway Capital Improvements in the amount of $5,005.00 for the State fiscal year 2025-2026; and

WHEREAS, the Commissioner of Public Works has been notified by the New York State Department of Transportation of an allotment in Emergency Winter Recovery (EWR) funding for Ulster County Highway Capital Improvements in the amount as the previous year for the State fiscal year 2025-2026; and

WHEREAS, the Commissioner of Public Works has been notified by the New York State Department of Transportation of a decrease in Pave our Potholes (POP) funding for Ulster County Highway Capital Improvements in the amount of $3,337.00 for the State fiscal year 2025-2026; and

WHEREAS, there exists a 2024 CHIPS budget balance of $662,790.00 to be rolled over into the 2025 Budget; and

WHEREAS, it is necessary to adjust the Budget to reflect the net difference of the rollover balance and State allotment in funding; and

WHEREAS, the Commissioner of Public Works requests the 2025 CHIPS / PAVE NY / EWR / POP appropriations and revenues be increased by $948,828.00 ($662,790.00 rollover plus the $294,380.00 CHIPS increase, $5,005.00 PAVE-NY decrease, and a $3,337.00 POP decrease); now, therefore be it

RESOLVED, that the 2025 Ulster County Operating Budget is hereby amended as follows:
