Chair of the Public Works and Capital Projects Committee, Kathy Nolan, and Deputy Chair Herbert Litts, III offer the following:

WHEREAS, this Resolution has been submitted at the request of the County Executive on behalf of the Department of Public Works; and

WHEREAS, the County desires to add enhanced security measures and camera systems to restrict unauthorized access to sensitive locations in facilities described below, coordinate public access, and improve the building fire alarm system; and

WHEREAS, a capital project titled, “Fire Alarm and Access Control Upgrade Program” was approved in the 2025 – 2030 Capital Program for a total of $1,650,000.00, with $550,000.00 designated for fiscal year 2025; and

WHEREAS, pursuant to Resolution No. 744 of December 18, 2023 the Ulster County Legislature established Capital Project No. 681 for access control, fire alarm and security upgrades at 368 Broadway in the amount of $210,000; and

WHEREAS, pursuant to Resolution No. 138 of March 19, 2024 the Ulster County Legislature established Capital Project No. 692 for access control, fire alarm and security upgrades at Ulster County Office Building in the amount of $310,000.00; and

WHEREAS, pursuant to Resolution No. 334 of June 18, 2024 the Ulster County Legislature established Capital Project No. 700 for access control, fire alarm and security upgrades at Development Court Office Building and various other buildings, in the amount of $375,000.00; and

WHEREAS, pursuant to Resolution No. 426 of August 20, 2024 the Ulster County Legislature amended Capital Project No. 700 for access control, fire alarm and security upgrades at Golden Hill Office Building and various other buildings, in the amount of $75,000.00; and

            WHEREAS, the Commissioner of Public Works requests that Capital Project No. 700 be amended and funded for a new fire alarm system at Development Court Office Building, security and fire alarm system upgrades at Joys Lane and security camera upgrades at Ulster County Area Transit (UCAT); and

WHEREAS, Ulster County recently purchased 9 and 15 Joys Lane in Kingston, New York which now requires various upgrades to create a safe and fully functional comprehensive system-wide fire alarm and access control monitoring program; and

WHEREAS, surveillance cameras and access control features at the UCAT the bus maintenance and office facility are needed to create a safe and reliable access control and monitoring system at 1 Danny Circle, Kingston, NY; now, therefore be it

RESOLVED, based upon examination by the Ulster County Legislature, the County’s funding of this Project constitutes a Type II action as defined under Section 2.1 of the County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated April 20, 2010; and, be it further

RESOLVED, Ulster County has determined that this funding action does not pose a significant potential environmental impact and may be progressed as a Type II action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any further determination or procedure under SEQRA; and, be it further

RESOLVED, that the 2025 Ulster County Operating Budget is hereby amended as follows:

RESOLVED,  that Capital Project No. 700 – Development Court Office Building and Various Buildings Security, Fire Alarm and Access Control Upgradesis hereby amended as follows:
