Chair of the Public Works, Capital Projects and Transportation Committee, Kathy Nolan, and Deputy Chair Herbert Litts, III offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Public Works; and
WHEREAS, the approved 2025 – 2030 Capital Improvement Program includes a project “Trudy Resnick Farber Building Repairs” totaling $1,000,000.00 to upgrade and improve various interior and exterior building systems; and
WHEREAS, in 2023, the Ulster County Department of Public Works conducted facility condition assessments at various county-owned properties with to improve, protect and preserve public assets and infrastructure; and
WHEREAS, facility condition assessments are used as a proactive tool to address facility needs in a systematic approach; and
WHEREAS, in response to said assessments Capital Project No. 714 seeks to improve exterior cladding, and repair deteriorating sections of masonry near doorways windows and entrances, replace oil-burning boilers with an energy efficient non fossil fuel alternative, upgrade electrical service in the building, removal of a buried oil tank(s) and upgrade and reimagine the community room and kitchen at the Trudy Resnick Farber Center on 50 Center Street in Ellenville; and
WHEREAS, the Commissioner of Public Works requests that Capital Project No. 714 be established and funded for Professional Services in a total amount of $125,000.00 to design various improvements at the Trudy Resnick Farber Building; now therefore, be it
RESOLVED, based upon examination by the Ulster County Legislature, the County’s funding of this Project constitutes a Type II action as defined under Section 2.1 of the County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated April 20, 2010; and, be it further
RESOLVED, Ulster County has determined that this funding action does not pose a significant potential environmental impact and may be progressed as a Type II action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any further determination or procedure under SEQRA; and, be it further
RESOLVED, that Capital Project No. 714 Trudy Resnick Farber Building Renovation Project is hereby established as follows:
