Chair of the Public Works, Capital Projects and Transportation Committee, Kathy Nolan, and Deputy Chair Herbert Litts, III offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Public Works; and

 

WHEREAS, Development Court Office Building is located along Route in the Town of Ulster which has been occupied by the Ulster County government since 1997; and 

 

WHEREAS, it has been determined that the existing roof at Development Court is approximately 63,300 square feet of gravel surfaced, built-up roof cover on five separate adjoined roof areas and in need of rehabilitation work; and

 

WHEREAS, the County intends to use contract labor to renovate the roof by removing the gravel-surfaced built-up roof cover, all base flashings, insulation, and vapor barrier from the existing roof; raise existing gas lines to allow for roof installation, replace two new roof hatches and two new skylights; and then install a self-adhering weatherproof membrane over newly installed insulation system; and

 

WHEREAS, Pursuant to Resolution No. 416 of 2019, the Department of Public Works requested that the Department of the Environment complete a study to determine the feasibility of installing a solar photovoltaic (PV) system on the roof of the building; and

 

WHEREAS, a Solar Feasibility Study determined that a rooftop solar PV system is economically and structurally feasible at Development Court; and

 

WHEREAS, a capital project titled, “DPW - Roof Replacement Program” was approved in the 2024 – 2029 Capital Program; and

 

           WHEREAS, the Commissioner of Public Works requests that Capital Project No. 709 be established and funded for Development Court Office Building; and

 

 

 

 

WHEREAS, based upon examination by the Ulster County Legislature, the County’s funding of this Project constitutes a Type II action as defined under Sections 2.1 of the County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated April 20, 2010; and

 

WHEREAS, Ulster County has determined that this funding action does not pose a significant potential environmental impact and may be progressed as a Type II action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any further determination or procedure under SEQRA; now, therefore, be it

 

RESOLVED, that Capital Project No. 709 – Development Court Office Building Roof Replacement Projectis hereby established as follows:
