Chair of the Public Works, Capital Projects and Transportation Committee, Kathy Nolan, and Deputy Chair Herbert Litts, III offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Public Works; and

 

WHEREAS, the approved 2024 – 2029 Capital Improvement Program includes a project “DPW Facility Improvement Program” totaling $3,316,487.00, and an annual appropriation of $500,000 in 2024 for medium scale interior and exterior projects; and

 

WHEREAS, in 2023, the Ulster County Department of Public Works conducted facility condition assessments at various county-owned properties with an eye towards improving, protecting and preserving public assets and infrastructure; and

 

WHEREAS,  facility condition assessments are used as a proactive tool to address facility needs in a systematic approach; and

 

WHEREAS,  said facility condition assessments demonstrate a need in response to deferred maintenance and passive capital planning which should have that require immediate attention maintained efficient and safe facilities; and

 

WHEREAS, Pursuant to Resolution No. 140 of March 18, 2024 the Ulster County Legislature established the “2024 DPW Facility Improvement Program” Capital Project Nos. 693, 694, and 695; and   

 

WHEREAS, Capital Project No. 693 advances various site and ADA improvements near sidewalks, parking lots and restore additional aging staircases at Golden Hill Office Building and SUNY Kingston, 368 Broadway in Kingston, and at Development Court Office Building for a total project cost of $220,000.00; and

 

WHEREAS, Capital Project No. 694 focuses on upgradesto various electrical equipment at Development Court Office Building and at Golden Hill Office Building to ensure an effective, reliable and safe electricity supply for a total project cost of $180,000.00; and

 

 

 

WHEREAS,  Capital Project No. 695 addresses various building exterior improvements at 368 Broadway in the City of Kingston; Development Court Office Building and at the Hall of Records in the City of Kingston for a total project cost of $100,000.00; and

 

WHEREAS, the Commissioner of Public Works requests that Capital Project Nos. 693 be amended and funded in the amount of $180,000.00 in order to provide improvements to various County buildingsfor a new project cost of $400,000.00; now therefore, be it

 

RESOLVED, based upon examination by the Ulster County Legislature, the County’s funding of this Project constitutes a Type II action as defined under Section 2.1 of the County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated April 20, 2010; and, be it further

 

RESOLVED, Ulster County has determined that this funding action does not pose a significant potential environmental impact and may be progressed as a Type II action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any further determination or procedure under SEQRA; and, be it further

 

RESOLVED, that Capital Project No. 693 is hereby amended as follows:
