Chairwoman of the Economic Development, Planning, Education, Employment, Arts and Agriculture Committee, Megan Sperry, and Deputy Chair Herbert Litts, III offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of the Planning; and
WHEREAS, Ulster County has launched a comprehensive program to improve the safety of all users of our transportation system that includes efforts in Education, Enforcement and Engineering; and
WHEREAS, the Ulster County Transportation Council (UCTC) was one of the first Metropolitan Planning Organizations in the New York to complete a Local Road Safety Plan that identifies critical road segments and intersections, as well as other areas in communities that would benefit by additional engineering studies consistent with federal requirements; and
WHEREAS, the US Department of Transportation (USDOT) has released a Notice of Funding Opportunity (NOFO) for the Safe Streets and Roads for All (SS4A) Program that provides grants to local, regional, and Tribal communities for implementation, planning, and demonstration activities as part of a systematic approach to prevent deaths and serious injuries on the nation’s roadways; and
WHEREAS, the County share will be Eighty Thousand ($80,000.00) Dollars or a maximum of 20% of the total project costs, and
WHEREAS, UCTC, for which the Planning Department serves as Host Agency, has determined that at SS4A grant application offers the opportunity to update and expand its Local Road Safety Plan, bringing it into compliance with newly released federal rules that would allow both the County and other municipalities to apply for implementation funding available through this same funding source, now, therefore be it
RESOLVED, that the Director of the Ulster County Department Planning is hereby authorized to submit an application to USDOT for a planning grant for the SS4A program for up to Four Hundred Thousand and 00/100 ($400,000.00) Dollars to provide a comprehensive road safety program consistent federal rules that will allow the County and municipalities to be seek implementation funds to improve road safety for all users; and, be it further
RESOLVED, that a copy of all grant applications submitted shall be filed with the Clerk of the Legislature prior to or immediately upon submission to NYSEFC,
and moves its adoption.
