Chairman of the Health, Human Services and Housing Committee, Abe Uchitelle, and Deputy Chair Craig Lopez offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Youth Bureau; and
WHEREAS, the County of Ulster is committed to the welfare and development of its youth, recognizing the significant impact of supportive programs on their growth and well-being; and
WHEREAS, the Ulster County Youth Bureau has presented a Resource Allocation Plan for the year 2024, detailing the distribution of funds to various youth programs; and
WHEREAS, the total amount proposed for the 2024 Resource Allocation Plan is $534,676.00, which is essential to qualify for the full reimbursement available from the New York State Office of Children and Family Services (NYS OCFS); and
WHEREAS, the Office of Children and Family Services (OCFS) has reviewed and approved Ulster County’s Resource Allocation Plan (RAP) for the year 2024, affirming the county’s dedication to youth services; and
WHEREAS, the approved Resource Allocation Plan for Ulster County, amounting to $534,676.00, is crucial to ensure full reimbursement from the New York State Office of Children and Family Services (NYS OCFS); and
WHEREAS, the allocation of funds under this plan includes $151,151.00 for the Youth Development Plan (YDP), aimed at fostering holistic development and empowerment of young individuals in Ulster County; and
WHEREAS, an amount of $188,035.00 is designated for Runaway Homeless Youth 1 (RHY), providing essential services and safe spaces for youth in crisis situations; and
WHEREAS, the plan further allocates $62,687.00 for Runaway Homeless Youth 2 (RHY2), extending critical support to this vulnerable group; and
WHEREAS, the Youth Sports Education Opportunity Funding (YSEF) is allocated $45,918.00, promoting physical activity and educational opportunities for youth, thereby contributing to their overall development and well-being; and
WHEREAS, the Youth Team Sports (YTS) is allocated $76,541.00, promoting physical activity and educational opportunities for youth through competition with other teams, thereby contributing to their overall development and well-being; and
WHEREAS, the Youth Sports Education Funding Infrastructure (YSEFI) is allocated $10,344.00, for repairs and/or renovation of facilities for youth, thereby contributing to their overall development and well-being; and
WHEREAS, the Ulster County Youth Board has met and reviewed all submitted proposals and has made its recommendation to the Director of the Youth Bureau; now, therefore be it
RESOLVED, that the Ulster County Legislature hereby authorizes the acceptance of the Resource Allocation Plan for the year 2024, approved by the New York State Office of Children and Family Services (OCFS), in the amount of $534,676.00, to ensure qualification for the full reimbursement available from NYS OCFS; and
RESOLVED, that this approval includes authorization for the Chair of the Ulster County Legislature, or their designee, to execute any and all inter-municipal agreements. contracts, and documents necessary to implement the Resource Allocation Plan and to disburse funds to the designated programs and initiatives as specified, in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney,
and moves its adoption.
