Chairwoman of the Public Works, Capital Projects and Transportation Committee, Laura Petit, and Deputy Chair Dean J. Fabiano offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Public Works; and
WHEREAS, the New York State Department of Transportation defines a bridge as any structure whether single or multiple span construction with a span in excess of 20 feet; and
WHEREAS, a bridge substructure is the portion of the bridge that supports the entire structure, such as abutments, piers and wingwalls, and essential to the useful life of the bridge; and
WHEREAS, Capital Project No. 585 for Bridge Substructure Repairs was established pursuant to Resolution No. 72 dated February 16, 2021, in the amount of $66,000.00 for design services for the Rosendale Bridge (BIN 3347460) in the Town of Rosendale, Conyes Bridge (BIN 3346910) in the Town of Saugerties and Leggs Mills Bridge (BIN 3347530) in the Town of Saugerties; and
WHEREAS, Capital Project No. 585 for Bridge Substructure Repairs was amended pursuant to Resolution No. 548 dated November 15, 2022, in the amount of $212,502.00 for additional design services and construction inspection services; and
WHEREAS, Capital Project No. 585 for Bridge Substructure Repairs was further amended pursuant to Resolution No. 179 dated April 18, 2023, in the amount of $118,275.00 for additional design services and construction inspection services; and
WHEREAS, based upon examination by the Ulster County Legislature, the County’s funding of this Project constitutes a Type II action as defined under Section 4.5.5 of the County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated April 20, 2010; and
WHEREAS, Ulster County has determined that this funding action does not pose a significant potential environmental impact and may be progressed as a Type II action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any further determination or procedure under SEQRA; and
WHEREAS, the Leggs Mills Bridge rehabilitation construction project on County Road 31, in the Town of Ulster includes the replacement of the concrete bridge deck, localized steel painting and substructure repairs, among other items in accordance with the plans as per RFB-UC23-146C; and
WHEREAS, the Rosendale Bridge rehabilitation construction project on Keator Avenue, in the Town of Rosendale includes the replacement of the bridge bearings and substructure repairs of a two-span steel girder bridge, among other items in accordance with the plans as per RFB-UC23-147C; and
WHEREAS, the Commissioner of Public Works requests that Capital Project No. 585 be amended to increase the funding available for construction services for Leggs Mills Bridge in the amount of $3,475,000.00 and Rosendale Bridge in the amount of $875,000.00for a total of $4,350,000.00for a total project cost of $4,746,777.00; now therefore, be it
RESOLVED, that the 2023-2028 Ulster County Capital Improvement Program is amended as follows:
INCREASE AMOUNT
Capital Project No. 585 Bridge Substructure Repairs $2,506,777.00
and be it further,
RESOLVED, that Capital Project No. 585 is hereby amended as follows:
INCREASE AMOUNT
Capital Project No. 585 Substructure Repairs $4,350,000.00
and be it further,
RESOLVED, that the 2023 Ulster County Capital Fund budget is hereby amended as follows:
INCREASE AMOUNT
