Chairman of the ARPA Special Committee, Peter J. Criswell, Deputy Chair Thomas Corcoran, Jr., and Legislators Nolan, Petit and Stewart offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Finance, Division of Recovery and Resilience; and
WHEREAS, the Ulster County Legislature passed Resolution No. 289 amending and funding capital project Number 635 in the amount of two million dollars ($2,000,000) to create a program to partner with Ulster County municipalities and match up to 50% of park and recreation projects with a maximum contribution of $100,000 per municipality; and
WHEREAS, Ulster County and the Town of Hurley (the “Town”) desire to enter into an Intermunicipal Agreement (IMA) where the Town will be a subrecipient of Eighty Thousand Dollars ($80,000.00) of American Rescue Plan Act – Coronavirus State and Local Fiscal Recovery Funds (SLFRF); and
WHEREAS, the Town will be responsible under the IMA for administering a program to improve the West Hurley Town Park including demolition of obsolete equipment, improving the recreation building, constructing an accessible trail loop, recoating the existing basketball court, and providing new signage, in addition to other improvements; now, therefore, be it
RESOLVED, the Chair of the Ulster County Legislature is hereby authorized to execute the Inter Municipal Agreement with the Town of Hurley to partially fund improvements to the West Hurley Town Park in the form as filed with the Clerk of the Legislature or as modified with the approval of the County Attorney,
and move its adoption.
