Chairman of the Legislative Programs, Education and Community Services Committee, James Delaune, and Deputy Chair Heidi Haynes, offer the following:

 

WHEREAS, the Ulster County Community College labor attorney William Wallens and members of the executive staff have negotiated a one-year extension of the collective bargaining agreement with Ulster County Community College Organization of Professional and Administrative Personnel (OPAP), beginning September 1, 2019 and ending August 31, 2020, and recommend the agreement to the College’s Board of Trustees and the Ulster County Legislature; and

 

WHEREAS, the President recommends affirmative action by the College’s Board of Trustees on the one-year extension of the collective bargaining agreement; and

 

WHEREAS, the one-year extension of the collective bargaining agreement has been reviewed and adopted by the Executive Committee of the College’s Board of Trustees pursuant to Resolution #19-11-198 dated November 20, 2019; and

 

WHEREAS, the changes to the collective bargaining agreement incorporated into the one-year extension include a longevity increase plus 1% in salaries for full time unit members, as well as a 2% increase in salary for part-time unit members and any returning full-time OPAP member not eligible for longevity will have their base salary increased by 1%; and

 

WHEREAS, the one-year extension also states the parties agree to refer issues concerning changes in terms and conditions for Campus Peace Officer unit members to a Labor-Management Committee; and

 

WHEREAS, the one-year extension also states that the parties agree that they will review on a case by case basis the posting requirements to fill vacancies for certain eligible incumbents; now, therefore be it

 

 

 

 

RESOLVED, that the Ulster County Legislature hereby approves the one-year extension of the collective bargaining agreement between the County of Ulster and the Ulster County Community College Organization of Professional and Administrative Personnel (OPAP) beginning September 1, 2019 and ending August 31, 2020; and, be it further

 

RESOLVED, that the County Executive of the County of Ulster is hereby authorized to execute a Memorandum of Agreement with the Ulster County Community College Organization of Professional and Administrative Personnel (OPAP), in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney,

 

and move its adoption.
