Authorizing The Chairman Of The Ulster County Legislature To Execute An Intermunicipal Agreement With Various Municipalities For The Operation Of HVCAC (Hudson Valley Crime Analysis Center) – Ulster County Sheriff

and Legislators Fabiano, Lapp, Maio, and Rodriguez)

Chairman of the Law Enforcement and Public Safety Committee, Thomas J. Briggs,

and Deputy Chairman Ronald G. Lapp, Jr. offer the following:

WHEREAS, the Hudson Valley Crime Analysis Center (HVCAC) operates as

a multi-agency law enforcement records analysis center; and

 

WHEREAS, the existence of a specialized center to provide reports for the

purpose of conducting crime analysis including tactical, strategic, and administrative

analysis, from the crime data collected from the groups participants. The HVCAC

will create a comprehensive picture of crime incidents through in depth crime

analysis, pattern identification, incident mapping, emerging crime trends and other

related activities; and

WHEREAS, HVCAC is overseen by DCJS, Department of Criminal Justice

Services; and

WHEREAS, local agencies have been invited to participate in HVCAC and

have been given a MOU for execution to formalize their participation; and

WHEREAS, it is anticipated that additional municipalities will elect to

participate in HVCAC and seek to become parties to the MOU; now, therefore, be it

RESOLVED, that the Chairman of the Ulster County Legislature is hereby

authorized to execute an Intermunicipal Agreement, and any amendments thereto,

with the various municipalities participating in the multi-jurisdictional HVCAC, for

an indefinite term in the form as filed with the Clerk of the Ulster County

Legislature, or as modified with the approval of the County Attorney in consultation

with the Chairman of the Legislature and the Chairman and Deputy Chairman of the

Law Enforcement and Public Safety Committee,

and move its adoption.
