Referred to: The Public Works and Capital Projects Committee (Chairman Fabiano
and Legislators Greene, Litts, Loughran, and Maloney), The Legislative Programs,
Education and Community Services Committee (Chairman Wawro and Legislators
Berky, Delaune, Donaldson and Lopez), and The Ways and Means Committee
(Chairman Gerentine and Legislators Allen, Bartels, Belfiglio, Briggs, Maio, and
Maloney)
Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and
Deputy Chairman Peter M. Loughran offer the following:
WHEREAS, this resolution has been submitted by the County Executive on
behalf of the Ulster County Community College (herein “UCCC”); and
WHEREAS, it has been determined that the upper roof section of the Dewitt
Library is in need of replacement and exterior site work; and
WHEREAS, the SUNY Ulster Board of Trustees approved Resolution No. 16-
11-141 establishing a Capital Project in the amount of $250,000.00, to replace the
Dewitt Library roof and exterior site work; and
WHEREAS, the $250,000.00 cost to replace the lower roof would be divided
as follows: $125,000.00 SUNY Construction Fund and $125,000.00 Ulster County;
and
WHEREAS, the 2016-2021 Capital Improvement Program included funding
of $250,000.00 for the replacement of the upper roof and necessary exterior site
work; and
WHEREAS, this repair of an existing structure constitutes a Type II action
under section 2.1 of the County of Ulster’s State Environmental Quality Review Act
(SEQRA) Type II List that was adopted by Resolution No. 118 on April 20, 2010;
and
WHEREAS, as per section 3 of the County’s Type II List, this action does not
pose a significant potential environmental impact and may be progressed as a Type II
action in accordance with 6 NYCRR Part 617 of SEQRA; now, therefore, be it
RESOLVED, that Capital Project No. 489 - SUNY Ulster Dewitt Library
Upper Roof Replacement and Exterior Site Work is hereby established as follows:

and, be it further;
RESOLVED, that the 2016-2021 Ulster County Capital Fund Budget is
hereby amended as follows:
