Referred to: The Law Enforcement and Public Safety Committee (Chairman Briggs
and Legislators Fabiano, Lapp, Maio, and Rodriguez), and The Ways and Means
Committee (Chairman Gerentine and Legislators Allen, Bartels, Belfiglio, Briggs,
Maio, and Maloney)
Chairman of the Law Enforcement and Public Safety Committee, Thomas J. Briggs,
and Deputy Chairman Ronald G. Lapp, Jr. offer the following:
WHEREAS, Resolutions No. 349 and 350 approved July 19, 2016 authorized
the Chairman of the Ulster County Legislature to execute an agreement with the
Rondout Valley Central School District (Contract #2016-00000344) and the Onteora
Central School District (Contract # 2016-00000293) to provide two deputy Sheriffs
as School Resource Officers (SRO) from September 1, 2016 through June 30, 2017;
and
WHEREAS, the Ulster County Sheriff’s Office now requests the approval of
two new full time Deputy Sheriff positions at an annual salary of $48,610.00 and
$26,381.00 in related fringe expenses (total expenses of $149,981.00) to backfill the
aforementioned positions that have been reassigned as School Resource Officers at
the Onteora Central School District and the Rondout Valley Central School District;
and
WHEREAS, the SRO contracts will result in revenue of $56,587.00 from such
school districts to cover salary expenses in 2016 resulting in no additional County
expenses during the 2016 Fiscal Year and, it is anticipated the County will receive
revenue of $113,175 to cover salary expenses from January 1, 2017 through June 30,
2017 and the County will incur salary and fringe related expenses for the SRO
positions and the requested new positions of $231,327.00 in the 2017 Fiscal Year
resulting in a financial impact to the County of $118,152.00; and
WHEREAS, the Ulster County Personnel Officer has reviewed the request
and has by order and determination deemed the classification of Sheriff’s Office
Deputy Sheriff (PBA) and allocates as such to the competitive class of the classified
civil service pending New York State Civil Service Commission approval; now,
therefore, be it
RESOLVED, the 2016 Ulster County Budget is hereby amended as follows:

RESOLVED, that if funding for this service is discontinued, then the
service will be eliminated and the Ulster County Sheriff will manage the
workforce to ensure there is a corresponding reduction in staffing,
and moves its adoption.
