and Legislators Archer, Greene, Loughran, and Roberts), and The Ways and Means
Committee (Chairman Gerentine and Legislators Allen, Belfiglio, Briggs, Gregorius,
Maio, Maloney, and Richard Parete)
Legislators Mary Beth Maio, Hector Rodriguez and Ken Wishnick offer the
following:
WHEREAS, this resolution has been offered by the County Executive on
behalf of the Department of Planning; and
WHEREAS, the Hudson Valley Rail Trail West: Phase 4 project (the
“Project”) will design and construct a multi-use trail from New Paltz Road to South
Street in the Town of Lloyd, extend the Hudson Valley Rail Trail (HVRT) westward
towards New Paltz and expand the HVRT to approximately 5.5-miles upon
completion of the Town of Lloyd’s pending Phase 3 extension and implementation of
the Project; and
WHEREAS, the County was awarded competitive Federal Transportation
Alternatives Program (TAP) funding for 80% of the costs for the Project and has
received a Federal-Aid Local Project Agreement for funding reimbursement for
engineering design and right-of way incidental work for the Project (PIN 8761.28);
and
WHEREAS, Ulster County desires to advance the Project by authorizing
design and right-of-way incidental work totaling $175,000.00 ($140,000.00 Federal
funds and $35,000.00 County share); and
WHEREAS, as funded, the project constitutes a Type II action under section
4.2.2 of the County of Ulster's State Environmental Quality Review Act (SEQRA) Type
II List that was adopted in Resolution No. 118 on April 20, 2010; and
WHEREAS, as per section 3 of the County's Type II List, this action does not
pose a significant potential environmental impact and may be progressed as a Type II
action; and now, therefore, be it
RESOLVED, that the 2015 – 2020 Capital Program is hereby amended to
include “Hudson Valley Rail Trail West: Phase 4” in the amount of $175,000.00;
and, be it further
RESOLVED, that Capital Project 451- “Hudson Valley Rail Trail West: Phase
4” is hereby established; and, be it further
RESOLVED, that the 2015 Ulster County Capital Fund Budget is hereby
amended as follows:
