Referred to: The Public Health and Social Services Committee (Chairman Lopez and
Legislators Allen, Belfiglio, Litts and Provenzano), and The Ways and Means
Committee (Chairman Gerentine and Legislators Bartels, Belfiglio, Briggs, Maio,
Maloney, Provenzano, and Rodriguez)
Chairman of the Public Health and Social Services Committee, Craig V. Lopez, and
Deputy Chairman Jeanette Provenzano offer the following:
WHEREAS, this resolution has been submitted by the County Executive on
behalf of the Department of Mental Health; and
WHEREAS, the Ulster County Department of Mental Health currently has
inter-municipal agreements pertaining to various substance abuse prevention
programs within the schools; and
WHEREAS, New York State’s General Municipal Law Article 5-G, and
Section A3-4 (Y) of the Ulster County Administrative Code provide that the
Chairman of the Ulster County Legislature, when supported by a resolution, can enter
into an inter-municipal agreement on behalf of the County of Ulster; and
WHEREAS, pursuant to General Municipal Law, Section 119-n(a) the
definition of a municipality includes a school district; and
WHEREAS, the Ulster County Department of Mental Health is requesting
that the Chairman of the Ulster County Legislature be authorized to execute an
agreement, and any amendments thereto, with the Onteora Central School District, in
the amount of $52,873.00 for the continued operation of substance abuse prevention
services funded through the NYS Office of Alcoholism & Substance Abuse Services
(OASAS), for the term January 1, 2015 through December 31, 2015; now, therefore,
be it
RESOLVED, the Chairman of the Ulster County Legislature is hereby
authorized to enter into an agreement, and any amendments thereto, with the Onteora
Central School District, in the amount of $52,873.00 for the continued operation of
NYS OASAS funded substance abuse prevention programs for the term January 1,
2015 through December 31, 2015 in the form as filed with the Clerk of the Ulster
County Legislature, or as modified with the approval of the County Attorney; and, be
it further

RESOLVED, that if funding for this program is eliminated, the program will
be eliminated as well,
and move its adoption.
