Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and

Deputy Chairman Peter M. Loughran offer the following:

WHEREAS, this Resolution has been submitted by the County Executive on

behalf of the Department of Public Works; and

WHEREAS, the County, through the Department of Social Services’

Coordinated Children’s Services/NEXIS program, provides intervention and treatment

services for families whose children are at risk of placement into therapeutic foster care,

psychiatric hospitalization or residential treatment facilities, in an effort to keep the

child safely in the home and avoid costly out-of-home placement; and

WHEREAS, the Ulster County Department of Social Services, Coordinated

Children’s Services Mental Health clinic had previously operated a satellite office in

New Paltz to accommodate the needs of residents of southern Ulster County until

December 31, 2013; and

WHEREAS, that space is no longer available to the Department, and a new

location which is appropriate for a satellite clinic has been located at 280 Rt. 299, Suite

#3, Highland NY, consisting of 1,100 square feet of office space; and

WHEREAS, a new lease agreement is necessary in order to re-open a satellite

office to allow families to receive services closer to home, allowing for a more

convenient location to better serve families in need of stabilization to avoid out-ofhome placement; and

WHEREAS, said lease will be for a term of five years, commencing May 1,

2014 and ending April 30, 2019, at an annual rent of $14,300.00 ($13/sq. ft.) for the

first three years, $14,575.00 for the fourth year, and $14,850.00 for the fifth year; and

WHEREAS, the cost of the lease will be divided as follows: 62% New York

State and 38% County; and

WHEREAS, in any event the tenant, the County of Ulster, shall have the

option to terminate the lease for any reason or for no reason, upon sixty (60) days

written notice to the landlord; now, therefore, be it

RESOLVED, that the Chairman of the Ulster County Legislature is hereby

authorized to enter into a lease, and any amendments thereto, with Lily Lake, LLC,

for 1,100 square feet of office space located at 280 State Rt. 299, Suite #3,

Highland, New York, to be used as a Coordinated Children’s Services Mental Health

clinic, in the form as filed with the Clerk of the Ulster County Legislature or as

modified and approved by the County Attorney,

and move its adoption.
