Referred to: The Energy and Environment Committee (Chairman Loughran and
Legislators Richard Parete, Rodriguez, Ronk, and Wawro), The Ways and Means
Committee (Chairman Gerentine and Legislators Allen, Belfiglio, Briggs, Gregorius,
Maio, Maloney, and Richard Parete), and The Laws and Rules, Governmental
Services Committee (Chairman Richard Parete and Legislators Donaldson, Greene,
Roberts, and Ronk)
Chairman John R. Parete offers the following:
WHEREAS, according to the United States Environmental Protection Agency
motor vehicles are responsible for 50% of the nitrogen oxide pollution, 42% of the
volatile organic compounds, 25% of particulate matter and 80% of carbon monoxide
emissions; and
WHEREAS, Governments and Industries across the country are pursuing
various alternative fuels, including Liquefied Petroleum Gas (LPG), Compressed
Natural Gas (CNG), hybrid and electric for their fleets; and
WHEREAS, the County’s fleet of vehicles allows our employees to deliver
necessary services to our residents; and
WHEREAS, the Ulster County Legislature supports the development of a
sustainable plan for County owned vehicles that is environmentally conscious while
curbing government spending; and
WHEREAS, Ulster County is behind the curve in the use of alternatives to gas
as a fuel source for county owned vehicles; and
WHEREAS, the vast improvements to available technologies affords Ulster
County the opportunity to aggressively examine the economic viability of natural
gas, hybrid and electric sources; and
WHEREAS, pilot programs in Departments within the County structure could
efficiently evaluate cost effectiveness of multiple fuel alternatives to determine the
best option for the County; and
WHEREAS, Sheriff VanBlarcum agrees with the importance of investigating
cost saving initiatives and requested funding for a pilot program utilizing Propane as
an alternative fuel source in his 2015 proposed Budget; now, therefore, be it
RESOLVED, the Energy and Environment Committee will craft a sustainable
green fleet policy which includes specific goals; and be it further
RESOLVED, that a pilot program is hereby established to convert five
vehicles to LPG,
and moves its adoption.
